Fiscal Information & Data Analyst (FIDA)
Role offers high-impact work in public service, advancing Washington State healthcare programs. Requires professional experience working with large, complex financial systems or information.
About the division The Financial Services Division provides strategic financial expertise for Apple Health, Public Employee Benefit Board, and School Employee Benefit Board programs. It manages the state’s largest individual agency operating budget, overseeing budget, accounting, forecasting, rate setting, financial analysis, and payment/collection operations.
About the position The FIDA provides advanced technical analysis, advice, and recommendations to HCA management, including the Chief Financial Officer and agency executive teams. It manages the HCA Medicaid budget of over $16 billion biennially, developing and monitoring key Medicaid rates, behavioral health finance, agency information requests, fiscal notes, and financial analyses to meet HCA and Office of Financial Management requirements.
Key responsibilities
Perform complex analysis and financial modeling for decision packages under consideration by HCA leadership and the legislature.
Lead the development of fiscal projections and strategies to ensure adequate funding for agency programs.
Develop annual fiscal notes, bill analyses, and budget versions during the legislative session.
Coordinate with internal and external stakeholders to ensure data accuracy in agency funding proposals.
Support Medicaid managed care rate development and oversight of specialty payments and journal vouchers.
Required qualifications Analytic & technical skills, three or more years of experience working with complex financial systems/information.
Intermediate/advanced skills with Microsoft Excel, pivot tables, and complex modeling.
Working knowledge of SQL and data query protocols.
Strong verbal and written communication skills for translating complex financial information to non‑financial audiences.
Experience communicating with a range of audiences, from staff to elected officials and auditors.
Ability to coordinate consensus among internal and external stakeholders.
Preferred qualifications
Master’s degree in public administration or related field.
Two years of experience working with large, complex financial systems/information.
