Overview This Fiscal Information & Data Analyst (FIDA) position offers the opportunity for high‑impact, mission‑oriented work in public service, professional growth, and the ability to directly influence significant financial and policy decisions for Washington State's healthcare programs. Candidates should have professional experience working with large, complex financial systems and/or information.

About the Division The Financial Services Division (FSD) supports the Health Care Authority (HCA) by providing strategic financial expertise for Apple Health, Public Employee Benefit Board (PEBB), and School Employee Benefits Board (SEBB) programs. FSD maintains the budget and compliance functions for the single largest Washington State individual agency operating budget, overseeing budgeting, accounting, forecasting, rate setting, financial analysis, and payment operations.

About the Position The FIDA provides advanced technical analysis, advice, and recommendations to senior management, including the HCA Chief Financial Officer and agency executives. The incumbent’s work directly impacts the management of the HCA Medicaid budget of over $16 billion per biennium. Responsibilities include developing and monitoring Medicaid rates, behavioral health finance, agency information requests, fiscal notes, and financial analyses, ensuring compliance with HCA and Office of Financial Management (OFM) requirements.

The position is eligible for telework and requires on‑site reporting at Olympia, WA, once a week; with no out‑of‑state telework currently supported.

Duties

Perform complex analysis and financial modeling for decision packages presented to the HCA director, CFO, OFM, and legislature.

Lead development of modeling and strategies for sound fiscal projections to ensure adequate funding for agency programs.

Annual development, updating, and reconciliation of financial models and data used for fiscal notes involving state and Medicaid funds.

Develop and review fiscal notes, bill analyses, and budget versions during the legislative session.

Provide presentations and documentation of financial analyses to HCA decision makers and stakeholders.

Coordinate with fiscal and programmatic staff to ensure accuracy of data in biennial and supplemental funding proposals.

Contribute to the Medicaid per‑capita forecast and confirm accuracy of forecast outputs.

Oversee adjustments, specialty payments, and journal vouchers (JVs) for Medicaid services.

Provide technical assistance and support development of Medicaid managed care rates.

Required Qualifications

Intermediate/advanced skills in Microsoft Excel, complex modeling, and pivot tables.

Working knowledge of SQL or other analytical query protocols.

Ability to analyze data, identify needs, develop problem‑solving strategies, and communicate differences between budgeted, forecasted, and actual expenditures.

Strong written and verbal communication skills, including translating complex data for non‑financial audiences.

Experience communicating with a range of audiences from staff to elected officials and federal auditors.

Ability to coordinate and build consensus among internal and external stakeholders.

Ability to develop and review complex written materials, maintain confidentiality, and work effectively in teams.

Willingness to learn and grow, and to meet the needs of others positively.

Educational & Experience Options

Option 1:

Bachelor’s degree in public administration or related field and at least three (3) years of professional experience with large, complex financial systems.

Option 2:

Seven (7) years of professional experience in finance, analysis, accounting, or Medicaid/HCA experience.

Preferred Qualifications

Master’s degree in public administration or related field and 2 years of experience with large complex financial systems.

Two (2) or more years of experience querying data through SQL.

Four (4) or more years of experience in financial modeling.

Seven (7) years of experience in the financial field.

Additional Qualifications

Experience with Washington State Agency Financial Reporting System (AFRS) data.

Experience contributing to decision packages and fiscal notes.

Knowledge of state executive/legislative processes and Provider One System.

Experience with Washington State Budget Development System (BDS).

Experience working with federal government entities.

Familiarity with state and federal laws and regulations affecting Medicaid, CHIP, and state‑funded health programs.
