Annual Bonus Role Summary
The Proposal Manager leads the end-to-end development of federal government proposals for services-based contracts. This role is responsible for planning, coordinating, and executing compliant, compelling proposals from solicitation release through final submission. The position requires a hands-on, detail-oriented professional who can manage complex proposal efforts, guide cross-functional contributors, and actively write and edit proposal content. Serving as both a project manager and content leader, the Proposal Manager works closely with business development, capture leadership, subject matter experts, executives, and external partners to ensure proposals are strategically aligned, fully compliant, and delivered on time. Responsibilities
Manage the full proposal lifecycle from RFP/RFQ release through submission. Develop proposal schedules, outlines, volume structures, and work plans aligned with capture strategy. Interpret solicitation requirements, evaluation criteria, and submission instructions. Create and manage compliance matrices to ensure all requirements are addressed. Coordinate and direct proposal contributors, including writers, SMEs, leadership, and teaming partners. Provide editorial leadership to ensure clarity, consistency, compliance, and quality across all volumes. Write and edit proposal content such as technical approaches, management plans, staffing strategies, and past performance narratives. Translate SME input into clear, persuasive, and evaluator-focused proposal language. Develop proposal themes, key messages, and discriminators aligned with win strategies. Collaborate with capture and business development teams to ensure solution alignment and competitive positioning. Identify and mitigate proposal risks, content gaps, and schedule challenges. Maintain document control, version management, and organized proposal files throughout the process. Oversee development of resumes, staffing plans, past performance, and other supporting proposal artifacts. Maintain and improve proposal templates, tools, and reusable content libraries. Lead submission coordination, including final reviews, production, and delivery. Conduct proposal closeout activities, including debrief preparation and lessons learned. Perform additional related duties as assigned. Required Qualifications
Bachelor’s degree in business, communications, English, technical writing, public administration, or a related field, or equivalent professional experience. Minimum of 6 years of experience supporting federal proposal development for services-based contracts. Demonstrated success leading proposals from solicitation release through submission. Strong understanding of federal procurement regulations and proposal compliance, including FAR/DFARS and Sections L and M. Ability to manage multiple, simultaneous, deadline-driven proposals. Advanced hands-on writing, editing, and proposal compliance expertise. Experience coordinating cross-functional teams, including SMEs, executives, business development staff, and subcontractors. Proficiency with Microsoft Office, Adobe Acrobat, collaboration platforms (Teams, SharePoint), and generative AI tools used to support proposal development. Excellent organizational, communication, and analytical skills. Ability to work independently in a remote or distributed environment. Authorization to work in the United States and ability to meet background check requirements. Preferred Qualifications
APMP Foundation or Practitioner certification. Formal proposal management training (e.g., Shipley). Experience supporting IT services, environmental services, or human services proposals. Experience with large, multi-volume federal proposals and civilian agencies such as HHS, DHS, DOJ, DOI, or EPA. Seniority level
