STOP is a safety-focused organization specializing in traffic control and traffic management services for public and private infrastructure projects. STOP is committed to protecting the traveling public, workers, and project partners by implementing industry best practices, state-approved Maintenance of Traffic (MPT) standards, and rigorous safety protocols. Through skilled personnel, well-maintained equipment, and proactive coordination with clients and government agencies, STOP delivers reliable, compliant, and efficient traffic solutions that support successful project execution while prioritizing safety, quality, and professionalism in every operation.
Position Summary The Manager of Operations – Level II is a supervisory leadership role responsible for managing field operations, administrative functions, and supporting activities related to traffic control and traffic management. This position operates with a high level of independence and accountability. Public safety and employee safety are the highest priorities in all operations. This role requires strict adherence to company policies, state regulations, and industry standards. The position is classified as a Level II supervisory role.

Key Responsibilities Inventory Management
Develop, implement, and maintain an effective inventory management system
Ensure all STOP equipment, materials, and assets are accurately documented and tracked
Monitor and record all purchases
Track inventory related to affiliated companies and provide reports as required
Invoicing & Accounts Receivable
Monitor invoicing activities and resolve invoice-related issues
Track accounts receivable and ensure timely collection of payments
Prepare invoices and all required supporting documentation
Marketing & Client Relations
Actively promote Safe Traffic Operations Professionals through field interactions, client meetings, and professional communications
Maintain regular contact with clients to gather feedback and pursue future opportunities
Develop and update marketing materials
Create and maintain a comprehensive client database
Address client needs promptly and professionally
Acknowledge receipt of client requests within four (4) hours
Collect customer feedback, especially at the completion of each project
Operations Management
Manage, supervise, and assign operations staff effectively
Ensure implementation of current state MPT rules, regulations, and guidelines
Enforce company policies, procedures, and safety standards
Develop and improve operational rules, protocols, and processes to enhance safety, efficiency, and productivity
Maintain clean, organized work and storage areas by assigning and overseeing responsibilities
Participate actively in scheduling and operational goal management
Issue written and verbal instructions and evaluate work for accuracy and compliance
Provide quality control and quality assurance across all operational activities
Make recommendations to management regarding project costing, purchasing strategies, staffing, and cost-effective use of resources
Utilize available tools and reference materials (e.g., maps, planning software, online resources) for effective project planning
Ensure projects are completed on time and within budget
Field Operations
Provide daily, weekly, and monthly status updates covering major operational responsibilities
Communicate official plans, policies, and procedures to staff prior to field operations
Ensure compliance with all pre-operation and post-operation safety and company requirements
Coordinate with government agencies to obtain permits for state and private right-of-way access in a timely manner
Training & Employee Development
Maintain an active and organized resume database
Actively recruit and identify qualified candidates
Participate in hiring, onboarding, and employee selection
Conduct and contribute to employee performance evaluations
Provide initial and ongoing training for employees
Deliver safety training for all staff, including self
Identify and recommend appropriate training and professional development programs
Trucks, Vehicles & Equipment
Ensure all vehicles, machinery, and tools are properly maintained and serviced
Verify vehicles and equipment are safe, operational, and compliant with regulations
Ensure proper care and handling of all company assets both on and off the field
Reporting
Provide daily reports to the immediate supervisor
Submit weekly updates to management
Prepare semi-monthly written reports and present them during face-to-face management meetings
Required Qualifications
Minimum of 5 years of experience in traffic control operations, traffic management, construction operations, or a closely related field
At least 2 years of supervisory or management experience overseeing field staff and operations
Traffic Control Coordinator (TCC), or equivalent traffic safety certification
Demonstrated knowledge of state and local MPT (Maintenance of Traffic) rules, regulations, and guidelines
Strong understanding of work zone safety standards and safety compliance requirements
Proven ability to manage multiple projects simultaneously and meet deadlines
Experience with inventory tracking, invoicing, and accounts receivable monitoring
Ability to read, interpret, and implement plans, specifications, permits, and operational documents
Proficiency with basic computer applications, including Microsoft Office (Word, Excel, Outlook) and online tools (e.g., maps, scheduling, and reporting systems)
Excellent verbal and written communication skills
Strong organizational, leadership, and problem-solving abilities
Valid driver’s license with an acceptable driving record
Ability to work flexible hours, including early mornings, nights, weekends, and emergency response situations as required
Ability to work in outdoor environments and varying weather conditions
Preferred Skills & Qualifications
College education is highly desirable.
OSHA safety training or certification (e.g., OSHA 10 or OSHA 30)
Experience coordinating with government agencies for permits and right-of-way access
Familiarity with project cost control, budgeting, and purchasing strategies
Experience developing and improving operational procedures and safety protocols
Strong customer relationship management and client-facing experience
Marketing and business development experience within construction, engineering, or traffic operations
Experience with employee training programs and workforce development
Working knowledge of fleet management and vehicle maintenance programs
Ability to analyze operational data and prepare management-level reports
High attention to detail with a proactive, solution-oriented mindset
Salary: $60,000 to $85,000 per year / based on experience and qualifications.
