# **Department**Department of Human Services# **Division**Social/Human Services# **Salary**$71,077.00 - $79,809.00# **Job Profile**JC-02709400-20 - Principal Resource Specialist (Council 94 Local 2883 BHDDH DOH)# **Scheduled Work Days & Work Hours****Monday - Friday****8:30 am to 4:00 pm****Non-Standard/Non-exempt**# **Opening Date**December 31, 2025# **Closing Date**January 8, 2026# **Job Requisition Number**JR100124 PRINCIPAL RESOURCE SPECIALIST (Open)# **Pay Grade**C00328 A# **Classification**Principal Resource Specialist# **Class Definition****GENERAL STATEMENT OF DUTIES:** To carry out extremely complex technical, analytical, evaluative, administrative and liaison work relative to the planning, development and implementation of human resources programs on a statewide basis; to assist agencies involved with serving the needs of minorities, low income or other disadvantaged or vulnerable groups, and to carry out programs or elements of programs serving the needs of low income or other disadvantaged groups or individuals; as required, to supervise the work of other personnel engaged in such functions; and to do related work as required.**SUPERVISION RECEIVED:** Works under the general supervision of a superior from whom assignments are received in outline form.**SUPERVISION EXERCISED:** Plans, supervises and reviews the work of subordinate personnel assigned to assist.**ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:*** To carry out extremely complex technical, analytical, evaluative, administrative and liaison work relative to the planning, development and implementation of human resources programs on a statewide basis.* To assist agencies involved with serving the needs of minorities, low income or other disadvantaged or vulnerable groups, and to carry out programs or elements of programs serving the needs of low income or other disadvantaged groups or individuals.* To plan, organize and supervise subordinate personnel in mobilizing human and economic resources to aid and assist deprived citizens in achieving their full social and economic potential.* To direct and coordinate the activities of state, local and community organizations in stimulating an interest in developing the human resources of the state, and carry out a leadership role in these activities.* To administer programs directed at meeting the needs of minorities, low income, or other disadvantaged or vulnerable population groups or individuals to enable them to achieve their full social and economic potential.* To provide technical assistance to community action agencies and other organizations and groups in developing human resources programs.* To do related work as required.**REQUIRED QUALIFICATIONS FOR APPOINTMENT:****KNOWLEDGES, SKILLS AND CAPACITIES:** A thorough knowledge of the principles and practices of planning and developing human resources programs; a thorough knowledge of the methods and techniques involved in the collection and organization of social and economic data used in human resources planning; the ability to plan and organize planning studies and surveys and administer programs to meet the needs of low income, disadvantaged or vulnerable groups or individuals; the ability to plan, organize, supervise and review the work of subordinate personnel; the ability to establish and maintain effective working relations with state, local and community organization officials and the general public; and related capacities and abilities.**EDUCATION AND EXPERIENCE:****Education:** Such as may have been gained through: graduation from a college of recognized standing with specialization in social work, public administration or a closely related field; and**Experience:** Such as may have been gained through: employment in a responsible position supervising programs serving low-income, disadvantaged or vulnerable population groups.**Or,** any combination of education and experience that shall be substantially equivalent to the above education and experience.# **Supplemental Information**RI Office of Healthy Aging

Adult Protective Services (APS) Unit Intake/Screener

This position within the Office of Healthy Aging reports to the Supervisor of Adult Protective Services.

The Adult Protective Services Unit Intake/Screener is an integral part of the Elder Rights and Safety Unit (ERS) that shall be cross trained in all programs within ERS, including: Intake, Screening, Self-Neglect, and Investigations with a specific focus on Intake and Screening.

Under the direction of the Adult Protective Services Supervisor, the Adult Protective Services Unit Intake/Screener will:

Perform duties and responsibilities of a specialized nature in the field of adult protective services and to work with a diverse population of older adults, families, and caregivers.

Receive reports of alleged abuse, neglect, exploitation, or self-neglect from community members and elder care professionals via phone, web intake forms, faxes, and in person reports.

Effectively communicate with consumers and callers in efforts to garner the information necessary for appropriate referrals to ERS and in accordance with state law and divisional policies and procedures.

Provide consumers and callers with the information necessary to seek services and resources when reports are outside the scope of ERS and to make direct referrals to other agencies / organizations when necessary.

Essential Functions / Tasks:

Receive and respond to reports of alleged abuse, neglect, exploitation and/or self-neglect of older adults.

Determine the validity of reported allegations and make appropriate referrals for APS clients, families and/or caregivers to community services and resources.

Perform field and site visits to APS clients to investigate the allegations of abuse, neglect, financial exploitation and self - neglect.

Work collaboratively with RI APS community partners including local law enforcement to relieve the risk to the older adult.

Maintain accurate and timely case record keeping and documentation.

To identify needs, resources, and services available to victims, families, and caregivers.

Additional Functions:

Attend meetings and conferences related to RI APS.

Respect and maintain confidentiality, professional protocols, and individual privacy.

Perform other duties as assigned.
