Responsibilities
Draft, edit, and revise complex technical documents—including APDs, supporting documentation, and various federal reports—for internal and external stakeholders.
Collect, organize, analyze, and prepare financial reports and projections concerning state costs and staffing requirements for various projects.
Verify accuracy of reports, route them for internal review, and maintain integrity of all technical documentation.
Review and prepare APD budgets, coordinate with agency financial departments, and complete other PMO tasks as assigned.
Gather expense data, develop budget‑tracking tools, and monitor IT APDs to notify relevant teams when project expenditures approach CMS‑approved thresholds or are below expectations.
Collaborate with internal HHS systems teams, business stakeholders, IT professionals, and agency executives to facilitate production of vital documentation and status updates on federal compliance requirements.
Plan, implement, coordinate, monitor, and evaluate agency policies and procedures, staying abreast of state and federal rules, regulations, and reporting mandates for APDs.
Identify opportunities for improvement and recommend operational enhancements; may participate in routine audit activities or IT system certifications for state or federal compliance.
Provide expert consultative services and technical support to stakeholders.
Essential Job Functions
Prepare financial information for APD submissions and evaluate Federal Financial Participation (FFP) levels, determining appropriate allocation of project resources.
Communicate errors in allocations to stakeholders and prepare, review, and analyze financial reports related to approved APD funds.
Monitor and track approved APD budgets for IT APDs; prepare ad hoc reports requested by management, the Legislative Budget Board, CMS, and the HHSC.
Interpret state and federal fiscal policies, procedures, and regulations; maintain knowledge of state and federal funding policies affecting IT projects.
Track expenditures against cost models, identify discrepancies, and report on funding allocations to internal stakeholders and federal partners.
Work with various budget, accounting, finance, and program areas to clarify financial information for IT APDs and develop effective evaluation techniques for state costs related to HHSC projects.
Act as financial SME for IT and agency staff; conduct research and provide necessary interpretation and guidance related to APDs and IT projects.
Licenses and Registrations (Preferred)
Project Management Professional (PMP)
Agile Certified Practitioner (ACP)
CTCM (Certified Technical Computing Manager)
Knowledge, Skills, and Abilities
Financial analysis and examination procedures for regulated entities, financial terminology, and statistical analysis.
Cost allocation principles and practices, enhanced federal funding, and APDs.
HHS system programs, IT projects, and state accounting and budgeting procedures.
Effective waterfall and agile project management principles and theories.
State and federal laws, regulations, policies, rules, and the Texas legislative process.
Proficient in Excel, CAPPS, and other governmental financial or human resources applications.
Monitoring and analyzing budgets; preparing financial requests and reports.
Advanced written and oral communication, coordination, problem‑solving, and multi‑priority management.
Planning, tool development, creative thinking, negotiation, facilitation, and supervision when applicable.
Independent work, adaptability, and meticulous data interpretation.
Initial Screening Criteria
Bachelor’s degree in accounting, business administration, finance, or a related field from an accredited four‑year college or university.
At least three years of experience in budget, accounting, auditing, or financial compliance (experience and education may substitute one another on a year‑for‑year basis).
Experience with State of Texas and federal accounting, budgeting, and/or financial practices and operations preferred.
Previous experience with Medicaid, WIC, CHIP, or similar programs preferred.
Knowledge of Enhanced Federal Funding and/or Advanced Planning Documents requests preferred.
Experience developing and/or analyzing financial reports preferred.
