Responsibilities Under the supervision of the IDD Program Services Manager, the Program Specialist provides expert consultation, policy development, and technical assistance in LIDDA services, including revenue, eligibility, and permanency planning:

Provides highly advanced consultation as a subject matter expert in LIDDA service provision.

Assists in developing and refining policies and procedures for IDD services (30%).

Supports technical assistance to HHSC, state agency staff, LIDDAs, advocacy groups (20%).

Monitors shared mailboxes and responds to complaints, requests, and updates to the Learning Portal (20%).

Leads coordination of revisions to the Service Definition Manual and monitors updates (15%).

Performs special assignments affecting LIDDAs (15%).

Knowledge, Skills & Abilities (KSAs)

Knowledge of Texas state system for services and supports for people with intellectual or developmental disabilities.

Knowledge of LIDDA roles, responsibilities and related laws and regulations.

Ability to collaborate with agencies, analyze problems, conduct research, prepare reports, and effectively present information.

Strong written and verbal communication skills.

Advanced computer skills, especially Microsoft Office.

Initial Screening Criteria

Minimum of two years of direct experience working with LIDDAs.

Experience working in the field of services for people with intellectual or developmental disabilities.

Experience with LIDDA's roles and responsibilities.

Preferred Qualifications

Bachelor's degree from an accredited institution.

Experience as a service coordinator or program manager at a LIDDA.
