Job Overview Under the direction of the Field Services Manager, the Program Specialist IV leads statewide efforts to improve vital records registration in Texas. The role requires extensive knowledge of vital statistics statutes, rules, security policies, program software and public health initiatives related to demographic and statistical data collection. Responsibilities include advanced monitoring and oversight of vital statistics providers, comprehensive surveys and reviews, corrective action, and serving as the key contact for the state Vital Statistics Section.

Essential Job Functions

Execute high‑level monitoring and oversight of vital statistics providers for compliance with laws, service level agreements, performance measures, policies, and procedures.

Conduct comprehensive surveys and reviews of providers to standardize statutory and contractual requirements, improve data quality reporting, and take corrective action.

Lead trainings, workshops, and conferences with statewide scope; conduct presentations, communicate legislative and policy changes, and provide consultative services to stakeholders.

Develop and coordinate special projects to improve service delivery and operations, applying project management principles, continuous improvement methodologies, and performance measures.

Participate in disaster response, continuity of operations, and other agency‑wide supports as required.

Knowledge, Skills, and Abilities

Knowledge of vital statistics program policies, regulations, and rules.

Knowledge of public health perspectives on vital records registration.

Skill in provider monitoring, compliance assessment, and continuous improvement methodologies.

Skill in public speaking, presentation, and stakeholder communication.

Skill in data analysis, performance measurement, and statistical software.

Skill in project management, web programming, and Microsoft Office applications.

Ability to analyze legislation, conduct fiscal impacts, and develop policy recommendations.

Ability to lead work groups, projects, and meetings, and to execute independent judgment.

Initial Screening Criteria

Graduation from an accredited four‑year college or university (preferred). Experience and education may be substituted on a year‑for‑year basis.

Experience interpreting statutes, rules, regulations, policies, and procedures.

Experience in customer service.

Experience with Excel, Word, and PowerPoint.

Salary offered aligns with DSHS starting salary guidelines and is contingent upon available budgeted funds.
