BEI Program Specialist

(Program Specialist IV) – Texas Health and Human Services Commission (HHSC). Location: AUSTIN, TX (701 W 51ST ST). Salary Range: $4,263.16 - $6,779.25 per month. Closing Date: 01/20/2026. Telework Eligible: Yes. Travel up to 75%. Overview: The Board for Evaluation of Interpreters (BEI) Program Specialist reports to the BEI Program Manager and performs highly complex and confidential testing and certification services to interpreting candidates and certified interpreters. The role involves planning, developing, and implementing certification processes, maintaining confidentiality and quality assurance to ensure the validity and reliability of the BEI interpreter certification program. Works under limited supervision with moderate latitude for initiative and independent judgment. Performs other duties as assigned. Essential Job Functions

Responsible for maintaining confidential testing materials, conducting criminal background checks, administering interpreter certification testing statewide and processing certification renewals (30%). Oversees, develops, and updates testing and rating schedules, resource requirements, cost estimates, and projections; monitors statewide rating sessions; assesses effect of adjustments; oversees and/or compiles and distributes schedule information, status reports, and budget expenditures (25%). Coordinates review and evaluation of service delivery system methods, functions, operations, outputs, activities, and trends to identify gaps and recommends improvements; coordinates with program staff in planning, development, implementation, analysis, and documentation of agency programs (15%). Provides administrative and technical assistance related to certificate and permit requirements; answers questions, explains certification and permit levels, supplies information; evaluates customer service processes and resolves issues (15%). Analyzes and evaluates reasonable accommodation requests for testing, recommends justification; reviews continuing education unit documentation; coordinates BEI advisory board meetings (15%). Performs related work as assigned. Knowledge, Skills & Abilities

Knowledge of local, state, and federal laws related to interpreting; community interpreting needs; American Sign Language. Knowledge of public administration, management techniques, statistical analysis, budgeting, research, training, marketing, and program management processes. Skill in organization, time management, customer relations, activity coordination, and problem resolution regarding program compliance. Skill in project management, scheduling, estimating, standard office equipment, computers, and software. Ability to gather, analyze facts, devise solutions, prepare reports, develop policies, communicate effectively, train and lead others. Ability to respond to public inquiries timely, communicate effectively in writing, handle difficult individuals professionally, and multitask. Ability to communicate effectively using American Sign Language. Ability to interpret rules, regulations, policies, and procedures. Initial Screening Criteria

Graduation from an accredited four-year college or university with major coursework in sign language interpretation, Deaf studies or regulatory affairs (experience may substitute). Minimum of 3 years of customer service experience. Experience in scheduling coordination and project management. Experience working with the Deaf and Hard-of-Hearing community. ADA Accommodations
