The Planning and Development Department plans and envisions future growth, oversees permitting, and conducts inspections for residential and non‑residential development projects across the city.

Responsibilities

Conducts Inspections:

Inspects commercial and residential properties for compliance with local building codes, safety standards, zoning laws, and accessibility regulations.

Ensures Code Compliance:

Verifies that construction or renovation meets the North Carolina Building Code, local ordinances, and federal regulations. Identifies non‑compliance issues and recommends corrective actions.

Documents Inspection Findings:

Prepares detailed inspection reports documenting the condition of the building, any violations, and research meetings. Conducts electronic research and on‑site meetings to determine the best path toward compliance.

Advises on Building Design and Construction:

Offers advice to contractors and property owners on design and construction practices to meet applicable standards. Helps resolve disputes related to building design and construction issues.

Coordinates with Government Authorities:

Collaborates with local government agencies, contractors, and property owners to schedule inspections and ensure smooth permitting operations.

Issues Stop Work Orders:

Collaborates with homeowners, contractors, and city units to post stop work orders for work without permits.

Typical Qualifications Education and Experience

High School diploma or G.E.D. equivalency; 1 to 3 years of experience in commercial construction inspection, construction, or related work.

OR any equivalent combination of training and/or experience that provides the required knowledge, skills, and abilities.

Licenses or Certifications

Valid North Carolina Class C driver’s license with a satisfactory driving record, or the ability to obtain one within 60 days of hire.

Level III certification in at least two of the following areas: Plumbing Inspection, Mechanical Inspection, Electrical Inspection, Fire Inspection, Building Inspection.
