Contract Specialist IV – Texas Health and Human Services
Location: Austin, TX, US

Shift: Day | Full Time | Non-Exempt | Telework eligible (up to 50%)
Responsibilities
Facilitate, coordinate, and conduct on‑site contract and program monitoring reviews of IHSS provider agencies (35%).
Prepare for contractual and programmatic monitoring reviews, manage sample selection, CAP reviews and travel arrangements (20%).
Conduct and complete complaint investigations regarding alleged non‑compliance (15%).
Coordinate corrective action plans with providers following monitoring reviews (10%).
Produce written reports, debriefings, and notifications to providers and stakeholders (10%).
Maintain knowledge of relevant rules and policies for PASRR and provide consultative services (5%).
Participate in unit and cross‑agency workgroups, represent the department at meetings (5%).
Essential Job Functions
Accept responsibility for contract and program monitoring, record reviews, and trend analysis.
Prepare monitoring documents and arrange logistics for reviews.
Investigate complaints and conduct non‑compliance inquiries.
Assist providers in developing corrective action plans.
Draft comprehensive reports summarizing findings.
Maintain current knowledge of PASRR regulations.
Collaborate with stakeholders to resolve problems and improve processes.
Knowledge, Skills & Abilities
Knowledge of Texas state services for individuals with IDD.
Knowledge of program planning, implementation, and evaluation.
Research and information analysis skills.
Ability to manage multiple priorities.
Collaborative teamwork skills.
Strong written and oral communication skills.
Proficiency with Microsoft Office Suite.
Required Registration / License Must be a Certified Texas Contract Manager (CTCM) or complete CTCM requirements within 18 months of employment.
Initial Screening Criteria
Bachelor’s degree from an accredited university.
Minimum of two years experience serving individuals with IDD.
Preferred Qualifications
Minimum two years experience with PASRR.
Experience as a habilitation coordinator, service coordinator, or program manager with a LIDDA.
Experience as a case manager or program director with an IDD waiver provider.
Additional Information
An in‑basket exercise will be part of the interview process.
Employees must provide transportation and a valid Texas driver’s license.
