Job Details
Reports to the Contract Administration Manager I
Serves as point of contact for all contractual accountability activities
Conducts complex monitoring of entity contracts for Older Americans Act services
Provides technical assistance and consultation on contract issues and policies
Produces well‑written reports, monitoring plans, and statistical analyses
Essential Job Functions
(30%) Coordinate resolution of contract issues, negotiate amendments, and ensure closeout work complies with HHSC policies.
(25%) Perform complex monitoring of contractor records, plan and execute monitoring procedures, and conduct risk analysis.
(20%) Provide consultation and technical assistance to contractors on contract interpretation and policy matters.
(20%) Produce and prepare monitoring reports, special correspondence, and statistical reports.
(5%) Other duties as assigned; manage special projects and cross‑train as required.
Knowledge, Skills and Abilities
Keeps knowledge of complex data systems, state and federal regulations, and contract performance management.
Skilled in project management, problem evaluation, negotiation, and solution implementation.
Proficient in Microsoft Office, Excel, and related database programs.
Excellent oral and written communication; ability to synthesize complex information into concise materials.
Ability to analyze, evaluate and summarize management records; draft clear reports and correspondence.
Strong organizational skills with the ability to handle multiple deadlines and prioritize tasks.
Maintains effective working relationships; demonstrates initiative and independent judgment.
Qualifications
Graduate of a four‑year accredited college or university with coursework in finance, business administration, or related field (preferred).
Minimum 3 years full‑time professional experience in contract management within a large public sector organization.
Minimum 2 years experience interpreting federal and state laws, policies, and regulations in health and human services programs.
Minimum 1 year experience in contract monitoring.
Experience with MS Office suite, especially Excel and Word; preference for Peoplesoft, CAPPS Financials or other financial software.
A Certified Texas Contract Management (CTCM) certification is preferred and must be obtained within six months of employment.
