Base pay range $62,900.00/yr - $180,300.00/yr
Description Would you enjoy working as part of a team, orchestrating business, program, and logistical solutions, to enable some of the nation’s most interesting technology research? Are you passionate about working in a fast‑paced, dynamic environment? If so, we’re looking for someone like you to join our team at APL. We are seeking a Program Analyst / Program Operations Manager to help us manage day‑to‑day internal and external program obligations in the Program Services Operations Group (QBE) for our Cyber Operations Mission Area (COMA). You will be supporting a hardworking team of engineers, scientists and other business professionals who are tackling the biggest Cyber Operations challenges we face today. We are passionate about the work we do and strive to deliver high‑quality and timely products to our sponsors. We aim to foster a highly collaborative, fulfilling, and fun environment.
Mission‑critical Areas
Program and Project Operations – Work with the Program Manager (PM) and Project Managers (PjMs) to set priorities, resolve issues, and manage task scheduling from initiation to closure. Develop standard operating procedures (SOP) to ensure deadlines are met and sponsor requirements satisfied.
Program and Project Administration – Quickly learn project or product details, prepare and organize information for internal and external program reviews, including content review of technical materials. Plan, organize, and facilitate meetings and conferences for internal and external participants and sponsors. Interface with sponsors to collect presentation information, ensure clearances are prepared, manage scheduling, reservations, and other logistics. Attend meetings, deduce requirements, and note action items.
Logistics and Collaboration – Work with APL organizations (security, quality, communications, contracts, etc.) to organize support and ensure successful execution. Extrapolate contractual deliverables into the task plan and monitor progress against them. Prioritize tasks and delegate when appropriate.
Proposal Development – Facilitate and manage the proposal development timeline with the Financial Manager. Gather technical inputs, conduct technical reviews, and recommend content for the final submission. Ensure overall quality of the final submission.
Program Finances – Collaborate with the Financial Manager to monitor financial status of the program. Analyze and detect potential deviations in project plans based on up‑to‑date information.
Technical Support, Analysis, and Reporting – Understand the technical work performed by the program and convey methodology, impact, and importance. Collaborate with PM on 30‑day kickoff review and provide impactful updates to the task plan. Assist in developing the Statement of Work (SOW) and ensure adherence through collaboration with PM and technical teams.
Qualifications
Possess a bachelor’s degree in a business‑related or other relevant field.
Have 2+ years of relevant experience coordinating multiple business, operational, and administrative aspects of project execution.
Demonstrated proficiency in analyzing and evaluating program or project milestones, schedules, and/or contractual deliverables, including prioritization, tracking, monitoring, and updating critical program data.
Strong oral and written communication skills with experience communicating at all staff and sponsor levels.
Proficiency in MS Office (Word, Excel, PowerPoint, Outlook).
Ability to work independently and within a group, effectively prioritizing competing efforts in a fast‑paced environment.
Willingness and ability to work full‑time onsite at JHU/APL or the sponsor site.
Hold an active Top Secret level security clearance, and ultimately obtain a TS/SCI+Poly level clearance. Eligibility requires U.S. citizenship.

Have a Master’s Degree in Business, Information Systems, or other relevant field.
Have a thorough understanding of Government organizations and structures.
Understand security processes and procedures.
Are knowledgeable and experienced with APL’s systems such as the financial management system and process, ASAP, RAT, EBSS, eBuy, Service Now, OpsLink, EventLink, etc.
