Lead Business Analyst/Project Manager Remote (Texas) – Only candidates currently residing in the Austin, TX area within a 50‑mile radius will be considered.

Position based at 701 W 51st St. Austin, TX 78751. Program will only accept local candidates for this position.

Under the direction of the WIC Technology Administration Director, the Lead WIC Business Analyst (BA) provides day‑to‑day direction to assigned staff and works closely with both technical and non‑technical staff to plan, assess and document requirements. The Lead BA is responsible for creating and implementing a project plan that includes business and gap analysis work that supports the WIC MIS system and results in system requirement documentation.

Responsibilities include tracking and reporting on project milestones; identifying, managing, and escalating project risks and issues; and leading team members, as well as technical and non‑technical subject matter experts to deliver project objectives.

The Lead BA guides the team in reviewing the WIC MIS system; analyzing complex technical and business processes, prioritizing needs; and coordinates the gathering, development, and documentation of requirements.

This position works under limited supervision with considerable latitude for initiative and independent judgment.

Essential Job Functions

Develops, manages, and implements the WIC MIS requirements documentation project plan, coordinating all project activities and performing a gap analysis of existing system documentation (40%).

Provides support, direction and guidance to team members in analyzing current systems and supporting documentation (25%).

Develops expertise and assists team members in developing expertise in the assigned application and obtaining stakeholder sign‑off (20%).

Collaborates daily with team members to monitor progress, proactively identify issues, and report status (10%).

Other duties as assigned (5%).

Candidate Skills and Qualifications

10 years Business analysis experience, including requirements elicitation and documentation.

10 years Knowledge of Project Management Framework.

10 years Knowledge of large‑scale IT operations and information technology industry trends.

10 years Skill in defining all types of requirements, functional specifications, and other deliverables.

10 years Skill in interpersonal relationships, ability to negotiate among multiple parties, resolve conflicts, and maintain effective working relationships with various levels of personnel.

10 years Ability to create clear, complete, and actionable requirements documentation.

10 years Ability to ensure accuracy in documenting system functionality and regulatory requirements.

Preferred Requirements

8 years Skill in interpersonal relationships, negotiation, conflict resolution, and maintaining effective working relationships.

5 years Minimum experience working with government regulations or compliance frameworks.

5 years Minimum experience in Project Management.

5 years Minimum experience leading a team or workgroup.

5 years Skill in policy interpretation and translating regulations into system requirements.

5 years Skill in requirements elicitation techniques such as reviewing current MIS functionality and translating into requirements.

4 years Graduation from a four‑year college or university with major coursework in business, communications, computer science, computer information systems, management information systems, or a related field.

2 years Experience with gathering management information system requirements at a large organization.

2 Years Experience Creating Solicitation or Contract Requirements.

1 year Preferred PMI‑PBA or IIBA CBAP.
