Position Overview Texas Health and Human Services Commission (HHSC) is seeking an experienced
Business Analyst Specialist
to serve as the
Lead WIC Business Analyst
supporting the
WIC MIS (MOSAIC)
system. This expert-level role provides leadership in business analysis, requirements documentation, gap analysis, and project execution in a complex, regulated government environment.
The selected candidate will work under limited supervision, exercising independent judgment while coordinating closely with technical teams, business stakeholders, and leadership to ensure accurate, compliant, and actionable system requirements.
Key Responsibilities
Lead and manage the WIC MIS requirements documentation project plan
Review and analyze current WIC MIS (MOSAIC) functionality and documentation
Translate existing system functionality into detailed business and system requirements
Conduct gap analysis against federal, state, and program requirements
Guide and support team members in requirements elicitation and documentation
Track milestones, manage risks/issues, and provide regular project status reporting
Collaborate daily with technical and non-technical stakeholders
Obtain stakeholder review, prioritization, and formal sign-off on requirements
Required Qualifications
10+ years
of business analysis experience (requirements elicitation & documentation)
Strong knowledge of
project management frameworks
Experience with
large-scale IT systems
and enterprise environments
Proven ability to define
functional, technical, and regulatory requirements
Excellent communication, negotiation, and stakeholder management skills
Demonstrated ability to produce
clear, accurate, and actionable documentation
Preferred Qualifications
Experience working with
government regulations or compliance frameworks
Prior
team leadership or lead BA experience
Project management experience (5+ years preferred)
Ability to interpret policy and translate regulations into system requirements
Experience with large MIS environments and contract/solicitation requirements
Bachelor’s degree in Business, IT, Computer Science, or related field
PMI-PBA or IIBA CBAP certification
preferred
