Base pay range $126,563.00/yr - $195,200.00/yr

Summary As a Contract Specialist you will serve as a senior Contracting Officer planning and managing highly specialized procurements.

Location of position Federal Acquisition Service (FAS) - Office of Travel, Transportation, and Logistics - Office of Acquisition Operations (QMA). San Francisco, CA; Lakewood, CO; Washington, DC; Atlanta, GA; Chicago, IL; Boston, MA; Kansas City, MO; New York, NY; Philadelphia, PA; Fort Worth, TX and/or Tacoma, WA.

Responsibilities

Perform procurement planning to identify large‑scale systems, components, equipment and services to be acquired by contract. Develop procurement objectives, competition/price range, contractual strategy, and contractual vehicles. Develop cost accounting and life‑cycle acquisition plans, schedule milestones, and related schedules. Direct the development of the source selection plan and oversee the Source Selection Board. Develop pre‑negotiation positions and strategies, determine types of contract, negotiation authority, and prepare justifications.

Prepare determinations, findings and solicitation documents. Serve as a senior Contracting Officer with unlimited signatory authority for major government‑wide programs within the Office of Acquisition Operations. Perform detailed analyses of all cost elements in contractor proposals and make competitive range determinations. Conduct pre‑proposal conferences to clarify requirements. Obtain data from business and technical officials. Lead contract negotiation strategies. Coordinate with federal customers, finance organizations, legal and other stakeholders.

Serve as principal advisor to program officials, representing the agency in procurement planning meetings. Represent the agency on various nationwide procurement teams, studies or projects to raise issues of significance; articulate positions and resolve problems or improve procurement processes nationwide.

Direct the full range of contract administration actions required for the programs. Terminate contracts for convenience or default, issue modifications, explore new contracting approaches, and direct disposition of claims and related matters.

Provide expert technical guidance, coordination and consultation to identify procurement objectives and methodologies, implement new developments and provide policy interpretation to various contracting activities.

Receive authorization from OPM for any job offer if you have been a political Schedule A, C or Non‑Career SES employee in the executive branch within the last 5 years.

Undergo and pass a Tier 2 background investigation.

Have identity and work status verified if not a GSA employee; discrepancies resolved as a condition of continued employment.

Complete a financial disclosure report to verify no conflict of interest.

Certification and Certification Maintenance

Position requires FAC‑C (Professional) certification; incumbent must obtain and maintain certification.

Must be a warrantable operational contracting officer.

Qualifications

Have at least one year of specialized experience equivalent to GS‑13 level or higher in the Federal service, or meet one of the following options: (a) Completion of training/certification (FAC‑C Professional or DoD Contracting Professional Certification); (b) At least 4 years of experience in contracting or related positions, including 1 year specialized experience; (c) Completion of a 4‑year bachelor’s degree with at least 24 semester hours in relevant fields such as accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exception: If you were in a GS‑1102 position on January 1, 2000 you are exempt from educational requirements.)

Specialized experience is one year of experience equivalent to GS‑13, defined as either: (i) Performing the full range of highly complex pre‑award and post‑award activities on various contract types; (ii) Performing delivery/task order placement and administration against multiple award contracts; (iii) Defending pre‑award and/or post‑award protests, contract claims, and disputes; (iv) Leading or working as part of an integrated project team and serving as principal contracting advisor.

Must hold or be able to obtain a senior level warrant and maintain signature authority.
