Pay Range This range is provided by NYS Office of Information Technology Services. Your actual pay will be based on your skills and experience — talk with your recruiter to learn more.
Base pay range $106,898.00/yr – $131,665.00/yr
Description Under the direction of Manager Information Technology Services 2, the Manager Information Technology Services 1 will be assigned to the Program & Planning bureau within the Chief Strategy Office (CSO). The role will manage and monitor business development resources, perform market analysis, and provide data analytics and reporting.
Duties
Business Development & Revenue Generation: Drive ITS growth and cost recovery by promoting ITS products and services, strategically resourcing billable FTEs, and leveraging enterprise contracts.
Strategic Planning & Market Analysis: Conduct market research and develop product strategies to facilitate effective ITS business development, including strategies to support high-priority business development requests.
Enterprise Initiative Management: Manage enterprise-wide priority products and initiatives, aligning efforts with executive leadership priorities.
Process Improvement & Standardization: Streamline intake and procurement processes, implementing standardized artifacts (PM, BA, Portfolio) to improve efficiency, and develop a framework of standardized business processes, tools, and techniques for business analysis and program/project scoping.
Data Analytics & Reporting: Direct data analytics activities to evaluate the enterprise-wide impact of legislative mandates and high-priority initiatives, informing executive-level business development strategies, and guide the Enterprise Analysis (EA) team in creating data‑driven reports and dashboards using predictive modeling, statistical analysis, and visual analytics.
Team Leadership & Business Analysis: Lead the EA team providing business analysis services to ITS and NYS agencies, and guide in eliciting requirements and developing business cases.
Stakeholder Collaboration & Modernization: Collaborate with NYS agencies on modernization/remediation efforts, ensuring alignment with ITS strategic goals.
SharePoint Design & Administration: Design and organize multiple SharePoint sites for the NYS ITS Chief Strategy Office/Programs & Planning Bureau.
Talent Acquisition & Development: Manage the hiring and onboarding process for HBITS contractors and ITS employees.
Mentor team members, fostering professional development and skill enhancement.
Perform a full range of supervisory duties.
Qualifications
Open to NYS employees with one year of permanent competitive service as a Manager Information Technology Services 1, SG27/M2, OR in a position at the SG25 or M1 level or higher deemed administrative under Section 52.6 of Civil Service Law.
Transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades or one M‑grade.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non‑immigrant aliens for temporary work authorization visas or for permanent residence.
Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval.
For eligible employees located in New York City, an additional $3,400 downstate adjustment location pay is provided. For those in the Mid‑Hudson, an additional $1,650 adjustment location pay is provided.
