Job Summary:

The Inspector is responsible for conducting on‑site inspections and investigations related to abuse, neglect and exploitation of adults and children with mental illness or various disabilities in Texas long‑term care facilities and providers. The inspector works field‑ward, traveling to facilities and private residences across the state, performs minimal office work, writes reports and may testify in hearings or court proceedings.

Essential Job Functions

Conduct interviews concerning allegations of abuse, neglect or exploitation.

Collect evidence pertinent to the investigation.

Use critical thinking and sound judgment to analyze evidence.

Write reports summarizing facts obtained during investigations and determining if abuse, neglect or exploitation occurred.

Communicate professionally and appropriately via all communication mediums.

Promote and demonstrate respect for cultural diversity.

Behave ethically and adhere to HHSC Standards of Conduct.

Participate in case conferences and meetings with supervisors and peers regarding case progress and disposition.

Participate in continuous training.

Attend work regularly in accordance with agency leave policy.

Work occasionally outside of traditional hours, including evenings, weekends and holidays, as required for case‑related functions or on‑call duties.

Travel using a personal vehicle or rental car in accordance with state travel policy; travel reimbursement provided.

Perform other duties as assigned to maintain unit operations.

Knowledge, Skills, and Abilities

Knowledge of provider investigations agency policies, procedures, and standards.

Knowledge of Texas laws relating to provider investigations and protective services.

Knowledge of the population served: adults and children with mental health issues and intellectual, developmental, and physical disabilities.

Knowledge of crisis intervention techniques and skills.

Knowledge of differing cultures/ethnic groups and values.

Skill in establishing and maintaining effective working relationships.

Skill in effective verbal and written communication.

Ability to work in a potentially emotion‑filled environment.

Ability to operate a computer, tablet, laptop, smartphone and associated software packages, including Microsoft Office.

Ability to operate standard office equipment, including fax and copy machines.

Ability to conduct interviews in various locations, including private residences, day habilitation facilities, group homes, and state‑operated facilities.

Ability to work in environments where violent and dangerous individuals may be present.

Registrations and Licensure Valid driver’s license required.

Initial Screening Criteria

Experience interacting with or communicating with members of the public, in person or by phone.

At minimum, 60 college credits from an accredited institution.

Four‑year degree preferred.

Preferred Experience

Experience conducting investigations.

Experience working with individuals with mental illness, intellectual or developmental disabilities, or physical disabilities.

Additional Information Flexibility in work hours is required. The position requires up to 80% travel, including statewide travel, overnight, and weekend travel. On‑call duties for emergencies or high‑priority situations may be required. Reliable transportation must be available. A compressed workweek of four 10‑hour days is allowed.

If hired, the employee must not be currently employed at any HHSC‑regulated facility or provider and must disclose any potential conflicts of interest, secondary employment, volunteer activities, or affiliation with regulated providers. Professional licensing and Employee Misconduct Registry checks may be pending for certain prior healthcare license holders.

HHS agencies use E‑Verify; I‑9 documentation is required on the first day of work. Military, veterans, and active‑service personnel are encouraged to apply if qualified.
