Summary This position is the Children and Youth Program Specialist for Commander, Navy Installations Command (CNIC) and Family Readiness Programs. The purpose of the Children and Youth Program Specialist is to assist the Program Manager to initiate, plan, coordinate, and administrate Child and Youth Programs (CYP) throughout the Navy.
Duties
Conduct internal reviews, assist visits, inspections, and spot checks of Navy CYP programs for children, youth and teens, including full and part day childcare, before/after school care, resource and referral, summer day camps, teen activities and programs, sports programs, social events for youth of all ages, special events, citizenship, volunteer activities, youth development and leadership opportunities.
Analyze and evaluate data and form conclusions and recommendations for corrective actions, including audit readiness and accuracy of information in CYP Authoritative system(s).
Serve as a subject matter expert on matters affecting children, youth and teens; provide technical assistance, policy interpretation and consultation on programming, facility operation, staffing and operational requirements.
Develop briefings and briefs senior staff and base level personnel on activities and program requirements; prepare supporting documentation for presentations and proposals.
Perform audit reviews of staff records (pay, qualifications, training, background checks) ensuring compliance with instructions, policy and regulations.
Assist in establishing policies, procedures and operational guidance for management of CYP in accordance with public law, public policy and DoD/US Navy directives.
Serve as Mandated Reporter to Family Advocacy and Child Protective Services per local policy in case of child abuse or neglect.
Requirements
Must satisfactorily complete all background checks for child care positions, including fingerprint checks, a Tier 1 with Child Care check, Tier 3 if applicable, and a State Criminal History Repository (SCHR) check.
Must successfully pass the E‑Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Must pass a pre‑employment physical, provide evidence of immunization, be free of all communicable diseases, and obtain appropriate immunizations.
Must successfully obtain and maintain appropriate security clearance as needed.
Ability to complete required training certificates and maintain certifications or credentials required by Federal, State, and/or national accreditation institutions used as part of DoD’s Child and Youth Programs.
Participation in Direct Deposit/Electronic Fund Transfer within the first 30 days of employment is required.
Must possess a valid state driver’s license.
Qualifications A qualified candidate possesses the following:
Three years or more of specialized experience working with children and/or youth in DoD Child and Youth Programs plus appropriate education.
Alternatively, a combination of education and experience and three years or more specialized experience in the same area.
Knowledge of management information systems and databases to access and analyze information for Quality Assurance.
Knowledge of child development and youth development principles for program design and management.
Knowledge of DoD, DoN, local and state regulations, instructions and procedures pertaining to military child care.
Knowledge of Federal and State Laws governing detection and prevention of child abuse and/or neglect.
Skill to coordinate and interact with numerous activities, and various echelons both within and outside the Navy.
Ability to communicate effectively in English, orally and in writing, and possess strong interpersonal communication skills.
Ability to maintain records and reports.
Ability to analyze program and statistical information to recommend solutions or appropriate action.
Education
Bachelor’s degree (or higher) in Early Childhood Education, Child Development, Elementary Education, Youth Recreation, Secondary Education or related field AND a minimum of 3 years of full‑time experience with children and/or youth in DoD Child and Youth Programs.
OR a combination of education and experience (e.g., courses equivalent to a major, 24 higher level semester hours) AND a minimum of 3 years of full‑time experience.

Position is subject to special inoculation and immunization requirements as a condition of employment for working with children, including the influenza vaccine.
