Position Overview The role performs complex nursing work under the Communicable Disease Program manager. Primary duties include the delivery of congenital syphilis and HIV/STI services, coordination of services, technical consultation, clinical support, community education, patient care, reporting, disease intervention, and program planning within the assigned region.

Essential Job Functions

Evaluate patients for congenital syphilis risk factors, clinical presentation, and screening results in various settings; develop treatment plans in collaboration with the authorizing physician; monitor treatment response; and engage patients in behavior modification.

Provide consultation, training, and technical assistance to agency staff, care recipients, provider agencies, and the medical community to ensure treatment completion.

Collect specimens for laboratory testing (urine, blood via venipuncture or fingerstick, self‑collection swabs) and maintain detailed records in state databases.

Serve as a technical consultant and resource for individuals, providers, and stakeholders on CDC/DSHS standards related to congenital syphilis, other STIs and HIV.

Participate or lead multidisciplinary meetings and trainings to review case management and provide guidance and recommendations.

Independently perform detection, intervention, reporting, notification, and referral activities related to people with CS infections and high‑risk contacts; include outreach to hard‑to‑reach populations.

Ensure statutory disease reporting, achievement of program performance standards, and compliance with DSHS and HHS guidelines.

Consult with the regional medical director and Texas DSHS medical experts on complicated cases.

Assist in emergency response and disaster recovery efforts as assigned.

Knowledge, Skills & Abilities

Comprehensive knowledge of DSHS HIV/STI Program standards, policies and procedures.

Knowledge of CDC HIV/STI treatment protocols and guidelines.

Understanding of current social, economic and public health issues.

Knowledge of HIV/STI epidemiology, transmission, and case management techniques.

Ability to comply with Texas DSHS confidentiality guidelines.

Knowing behavioral change theories and their application.

Basic/abbreviated adult and pediatric physical assessment and clinical history acquisition.

Case analysis and clinical case management services.

Interpretation of treatment, radiographic and bacteriological data.

Effective communication (oral & written) internally and externally.

Phlebotomy, specimen processing, medication and immunization administration.

Use of personal computer and software (Microsoft Office, Adobe, NEDSS/THISIS, CMIS).

Interpret public health laws and regulations.

Conduct objective, comprehensive nursing assessment plans.

Direct and conduct contact and outbreak investigations.

Function independently and apply time‑management principles.

Maintain effective working relationships with the public and medical community with tact and diplomacy.

Travel within the state as required.

Licensure & Certification

Registered Nurse with an active, unrestricted license in Texas.

Valid Texas driver’s license.

Qualifications & Experience

Minimum two years’ experience as an RN, with at least one year in the last five years working with people at risk for HIV/STD.

BSN preferred.

Bilingual in Spanish preferred.

Experience in computer software applications (Microsoft Word, Excel, Outlook, electronic health/medical records systems) and internet usage.

Experience working with communities preferred.
