Manager of Program Services, Substance Use Disorders (SUD) Family Health Centers of San Diego (FHCSD) has served the uninsured, low‑income, and medically underserved communities for over 55 years. We operate more than 90 sites across San Diego County, including primary care clinics, behavioral health facilities, rehabilitation centers, dental and vision clinics, and outpatient substance use treatment programs. Our staff provides care to over 227,000 patients annually, 91% of whom are low‑income and 29% uninsured.

FHCSD seeks a Manager of Program Services to strategically manage operations of specific programs and grants related to special population health outreach, counseling, case management, and health education services. The role involves overseeing direct and indirect reports, adhering to budgets, tracking deliverables for assigned grants/programs, conducting data analysis and report writing, and building relationships with community partners.

Responsibilities

Build positive relationships, inspire staff to perform at a higher level, develop career plans, and retain an accountable workforce.

Coach and counsel staff, administer appropriate disciplinary action in a timely manner.

Collect and analyze program data, create relevant reports on program metrics, and participate in program evaluation and quality assurance processes.

Ensure timely and accurate reporting to funders and other agencies; maintain compliance with grant and regulatory requirements.

Identify, build, and maintain relationships with community, county, federal, and local grantors; seek new funding opportunities and represent FHCSD to community partners.

Oversee daily and strategic operations of assigned programs and grants; ensure completion of goals and objectives through subordinate personnel.

Implement continuous improvement activities, deploying Lean tools such as 5S and A3, and evaluate results.

Prepare program budgets, monitor grant expenditures, ensure revenue supports programs, and review purchasing requests related to assigned programs.

Ensure staff receive all new hire and annual trainings on time.

Perform other duties as assigned.

Qualifications

Bachelor’s degree in Public Health, Social Sciences, Business Administration, Health Care Administration, Nursing, or a closely related field (Master’s degree preferred).

Minimum 3 years of experience working with organizations serving the patient population for assigned programs (e.g., HIV/AIDS, homeless, LGBT).

Minimum 5 years of program management experience in the health care field.

Valid certification from a California State Substance Use Disorder (SUD) Services certifying agency.

Occasional travel between sites; valid California driver’s license, automobile, and proof of minimum car insurance levels as required by California law.
