Essential Job Functions
Attend work on a regular schedule and perform other duties as assigned.
Oversee daily operations of the CAPPS HCM IT Oversight Team, assign work, prioritize, and provide direction and performance expectations.
Make independent decisions to resolve complex issues while managing financial, compliance, and legislative directives under executive guidance.
Track legislation impacting CAPPS HCM and ensure vendor implements related changes.
Monitor policy and procedure compliance and provide input for new policies/procedures.
Develop techniques to evaluate business and department activities; maintain CAPPS HCM system roadmap. (30%)
Serve as Information Custodian for CAPPS HCM system; facilitate audit requests and support system reporting in ServiceNow, CMDB, and Archer; manage vulnerability mitigation and system security plan.
Facilitate & obtain approval for CAPPS HCM data requests, determining best data sources.
Hire, manage, and develop staff through training and performance evaluations; supervise, mentor, establish goals and ensure achievement. (10%)
Perform other duties as assigned. (10%)
Knowledge, Skills & Abilities
Knowledge of local, state, and federal laws and regulations relevant to business function.
Knowledge of principles and practices of public administration and management.
Knowledge of CAPPS HCM.
Skills in organization design, workforce planning, budget planning, contract negotiations.
Leadership and guidance skills to coordinate work and accomplish goals.
Logic and reasoning skills to evaluate alternative solutions.
Computer operation and software proficiency.
Ability to navigate complex people dynamics in state government and foster collaboration across development teams.
Ability to translate business requirements into technical needs and communicate strategic concepts.
Planning, assigning, and supervising work; prioritizing assignments.
Effective interpersonal skills to collaborate and maintain cooperation.
Establishing effective working relationships at all organizational levels.
Managing business function activities and setting objectives.
Developing and evaluating policies and procedures.
Preparation of reports and effective communication.
Registrations, Licensure Requirements Or Certifications N/A
Initial Screening Criteria
Ten (10) or more years of experience with ERP/PeopleSoft.
Ten (10) or more years of experience with Project Management.
Five (5) or more years of experience with contract management (preferred).
Additional Information Any employment offer is contingent upon available budgeted funds. Salary determined in accordance with budget limits and HHSC Human Resources Manual.
Selected candidates must be U.S. citizens or permanent residents.
Selected candidate must be willing to work from an HHS office located in Austin.
