Work Schedule: Monday – Friday, 8:00 am – 4:30 pm or 8:30 am – 5:00 pm; flexible schedule as needed.

Job Summary Coordination and oversight of capital projects for the Department of Facilities of the University of South Carolina including overall monitoring of contract development and administration, the planning, design, bidding, construction, administration, and close out phases of project performance.

Job Related Minimum Required Education and Experience

Bachelor’s degree in a related field and 2 or more years of related experience, or an equivalent combination of certification, training, education, and/or experience.

Preferred Qualifications

Master’s degree in Construction Management, Architecture, Engineering, or related field and 6 years of project management experience with major construction projects; OR

Bachelor’s degree in Construction Management, Architecture, Engineering, or related field and 8 years of project management experience with major construction projects.

Professional certification as a construction manager, professional project manager, or licensure as an Architect or Engineer in South Carolina is preferred.

Experience with Higher Education, Medical, or Athletics programming, design and construction.

Knowledge, Skills, and Abilities

Knowledge of principles and practices of modern architecture, design engineering, and facility construction/maintenance.

Knowledge of codes, laws, rules, and regulations governing the construction/modification of facilities.

Knowledge of effective project management practices.

Ability to interpret and apply rules and regulations; manage work and provide guidance to colleagues; make presentations and prepare reports; manage and prioritize large and complex workload with short time frames; make decisions with limited information; resolve problems; communicate outcomes; interpret plans; interact with various levels of personnel; use technology; solve problems; build teams and involve stakeholders.

Knowledge of contractual responsibilities, processes, and procedures governed by the AIA architectural agreements (Series A, B and C).

Ability to oversee work of subordinate architects, engineers or construction managers.

Ability to establish positive relationships with customers, supervisors, subordinates, associates, consultants, and state, local, federal and private sector organizations.

Ability to communicate effectively, problem solve, and use conscious decision making; build teams and involve stakeholders.

Demonstrated competence performing technical review of plans and specifications.

Job Duties

Coordinate with FPDC clients and college leadership to develop and manage capital project needs.

Manage assigned capital projects from conception to user occupancy.

Participate in procurement and Designer selection process for architects/engineers, collaborating with business partners on solicitation, evaluation, and submission of design contracts to procurement.

Ensure architect/engineer contracts and deliverables comply with expectations.

Ensure vendor contracts are paid timely and manage amendments.

Participate in bid process in compliance with state procurement guidelines, submit documentation, coordinate with A/E and procurement, represent FPDC at pre‑bid meetings, assist with bid evaluations, attend bid openings.

Oversee design process to stay on schedule, budget, and involve end users and facilities personnel; manage programming and scope.

Ensure critical milestones (pre‑design, SD, to CD) are met; review cost estimates; keep design within budget.

Perform QA/QC checks before bidding; oversee value engineering if project is over budget.

Ensure project schedule compliance.

Conduct regular site visits during construction to ensure compliance.

Ensure all parties follow regulatory, code, and legal processes as dictated by the Office of State Engineer.

Collaborate with A/E, document progress via field reports.

Attend OAC meetings as Owner’s Representative to keep project on schedule and budget.

Update internal budget monthly; negotiate and process contractor change orders; review and approve monthly pay applications and updated schedules.

Ensure project is built per approved plans and specifications and that A/E performs contract administration duties.

During closeout, ensure scope completed per drawings and specifications; ensure A/E creates punch‑list; ensure contractor completes punch‑list in allotted time.

Ensure all close‑out documentation is received.

Perform closeout promptly; follow up on warranty issues during one‑year post‑construction period.

Represent USC throughout design and construction, maintain knowledge of industry standards, state procurement law, Office of State Engineer regulations, applicable building code; communicate issues to supervisor.

Develop interpersonal relationships and communication skills; attend professional development regularly; use software systems; comply with protocols.
