TxDOT’s Strategic Initiatives and Innovation (STR) Division seeks a Strategic Management Analyst to support the Innovation Section’s Emerging Technology Pilot Program, conduct technology assessments, procure and pilot transportation-related technologies, and assist with the implementation and scaling of selected technologies across Texas.

Position Information Location: TxDOT Headquarters, South Austin (Stassney Campus, 6230 East Stassney Lane, Austin, 78744). This position is a full‑time, exempt, FLSA status job with a 40‑hour week. Travel up to 25% of the time may be required. Shift is Day.

Compensation

Strategic Management Analyst III – B25: $69,572.00 – $114,099.00

Strategic Management Analyst IV – B27: $84,182.00 – $142,374.00

Job Responsibilities

Execute highly complex enterprise programs for strategic initiatives, emerging technology, and agency efficiencies and innovation.

Compile, review, analyze and evaluate complex information; prepare comprehensive reports and monitor multiple programs.

Collaborate extensively across the agency at all levels and coordinate with executives, governmental officials, and private entities.

Serve as a project leader and manage the strategic planning process, establishing performance targets and monitoring progress.

Analyze federal and state laws, regulations, and industry trends to recommend solutions that enhance program effectiveness and efficiency.

Coordinate liaison work between divisions and districts to collect, share, and track information.

Identify, develop, and implement strategic enterprise initiatives and emerging technology.

Develop communication and organizational change management plans.

Analyze emerging technology and data tools for agency‑wide application and implementation.

May serve as a lead worker and provide input on team members’ career conversations, approve leave requests, and direct development of metrics and dashboards.

Perform other assigned job responsibilities.

Minimum Qualifications (Strategic Management Analyst III)

Minimum bachelor’s degree in a related discipline.

4 years of experience in management analysis, operations management, data analysis, program management, organizational change management, strategic planning, or related activities.

Experience may be satisfied by full‑time or prorated part‑time equivalent.

Related graduate‑level education may be substituted for experience on a year‑per‑year basis.

Valid driver’s license; position requires driving a state vehicle.

Minimum Qualifications (Strategic Management Analyst IV)

Minimum bachelor’s degree in a related discipline.

5 years of experience in management analysis, operations management, data analysis, program management, organizational change management, strategic planning, or related activities.

Experience may be satisfied by full‑time or prorated part‑time equivalent.

Related graduate‑level education may be substituted for experience on a year‑per‑year basis.

Valid driver’s license; position requires driving a state vehicle.

Preferred Qualifications

PMP Certification

Additional Knowledge & Skills (Strategic Management Analyst III)

Extensive knowledge of portfolio and program management, strategic planning concepts, project planning and development.

Proficiency in organizational change management methodologies.

Experience with process improvement and data analysis methodologies.

Knowledge of emerging technology implementation processes.

Strong communication skills and ability to present complex ideas clearly.

Strong presentation and public speaking skills.

Commitment to maintaining a safe working environment.
