Strategic Management Analyst III or IV – STR Division – Austin, TX
Join the Texas Department of Transportation as a Strategic Management Analyst III or IV within the Strategic Initiatives and Innovation Division. This role involves executing highly complex enterprise programs for strategic initiatives, emerging technology, and agency efficiencies.
Essential Duties
Serve as a project leader and establish performance targets.
Manage the strategic planning process and oversee the long-range strategic plan, guiding agency executive management to achieve department goals.
Monitor and analyze federal and state laws, rules, and regulations that affect assigned functions.
Analyze agency processes, policy, and legislation; identify and recommend solutions to enhance program effectiveness and efficiency.
Coordinate liaison work between divisions and districts to collect, share, and track information.
Identify, develop, and implement strategic enterprise initiatives, enterprise programs, and emerging technology.
Develop communication and organizational change management plans.
Analyze emerging technology and data tools for agency-wide application and implementation.
Perform other job responsibilities as assigned.
Strategic Management Analyst IV adds the following responsibilities:
Serve as a lead worker, providing resources for complex questions and presenting workflow and operational updates to supervisor/manager.
Approve leave requests to ensure operations coverage.
Direct the development of metrics and dashboards and prepare reports conveying program performance measures.
Minimum Qualifications Strategic Management Analyst III
Education:
Bachelor’s degree in a related discipline (or equivalent work experience substituted on a year-per-year basis).
Experience:
4 years in management analysis, operations management, data analysis, program management, organizational change management, strategic planning, or related activities (full-time or prorated equivalent).
Licenses & Certifications:
Valid driver’s license required; position requires driving a state vehicle.
Strategic Management Analyst IV
Education:
Bachelor’s degree in a related discipline.
Experience:
5 years in the same field as above.
Licenses & Certifications:
Valid driver’s license required.
Preferred Qualifications PMP Certification.
Competencies
Extensive knowledge of portfolio, program, and project management and strategic planning concepts.
Proficient in emerging technology implementation processes, communicating complex ideas, developing presentations, and maintaining a safe working environment.
Excellent communication skills.
Expert skill in leading projects and project teams (IV level).
Proficient in monitoring work assignments, scheduling activities, and coordinating resources.
Physical Requirements and Working Conditions
Sedentary work: lift up to 10 lbs, occasional carry of files or small tools.
Talking-expressing or exchanging ideas verbally.
Close visual acuity; extensive reading and computer screen work.

Salary Range:
Strategic Management Analyst III (B25)
$69,572.00 – $114,099.00;
Strategic Management Analyst IV (B27)
$84,182.00 – $142,374.00.
