The primary place of performance shall be at the Department of Homeland Security's (DHS) Office of Homeland Security Statistics (OHSS) Government Facility at 2703 Martin Luther King Jr Ave SE, Washington, DC 20593, between 8:30 AM and 5:00 PM ET, Monday through Friday (except federal holidays). EMKS is seeking a Contract Manager/Senior Database Developer to lead the design, implementation, and oversight of OHSS's enterprise data management framework. Responsibilities include assessing current data systems, establishing secure and scalable data storage and processing environments, and implementing automation tools for data collection, cleansing, transformation, and reporting. The role also involves developing a centralized data repository, enforcing data governance policies, ensuring data integrity and accessibility, and managing system integration across internal and external data sources. The ideal candidate will have extensive experience in database development, data pipeline automation, and leading cross-functional technical teams in federal environments. Duties/Responsibilities Demonstrated expertise with database management systems, including SQL Server, Oracle, or PostgreSQL. Designing, implementing, and maintaining relational databases, data warehouses, and ETL processes. Proficiency in Data Analysis, Data Modeling, and Data Integration, with familiarity with tools like ERwin or similar. Experience with Data Governance frameworks and practices to ensure data quality and compliance. Act as a point of contact for the Contracting Officer and the COR, being available during work hours and responding to requests within twenty-four hours. Required Qualifications Bachelor's degree in Computer Science, Information Systems, Engineering, or related field; Master's preferred. 15+ years of federal onsite experience supporting agency policies and workflows. Experience developing stored procedures, functions, and triggers. Familiarity with cloud-based database platforms (AWS, Azure, Google Cloud). Strong knowledge of federal security standards (e.g., FISMA, FedRAMP). Note: Work experience may substitute for education at a rate of 2 years of experience per year of education. Specific experience cannot substitute for the required education years. Clearance Public Trust or equivalent clearance preferred.
