SpecPro Environmental Services, LLC is expanding its workforce and is seeking a Fuels Project Manager to join our growing Fuels Construction and Services Business Line.

In this role, you will be responsible for the development and implementation of project tasks associated with military fueling systems and infrastructure.

This position will report and work out of San Antonio, TX

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties, but not all duties performed for this position. Other duties may be assigned.

Cost and schedule delivery performance; Compliance with Statement of Work (SOW) including all specifications, drawings and requirements by the Government and/or prime contractor

Communicate and coordinate with the WFO client project management and contracting officer.

Implement estimating request and track estimates through review and submittal to customer.

Implement purchase orders, subcontracts and vendor agreements and management of same throughout the Service Order.

Implement and establish personnel qualifications to meet the project requirements.

Prepare request for quotations from vendors; direct coordination with vendors and manufacturer’s to conform to all internal and external documentation procedures and policies.

Prepare project plans, schedules, and project submittals, where applicable.

Verify all submittal items have been submitted to the WFO client after approval internally and externally.

Ensure all financial aspects of the project is allocated, accounted for and meets the budget.

Develop and maintain a trusted relationship with WFO clients to establish repeat business on Base.

Market our company to develop future business.

Ensure project quality and safety performance

Ensure ethical, professional and technical standards are adhered to by all members of the project team.

Assist in writing proposal and other bid documents.

Develop annual budgets and monitor performance throughout the fiscal year Prepare, attend and present program documents as needed in support of fuels business unit meetings.

Minimum Qualifications: To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The qualifications listed are representative of the knowledge, skill, and/or ability required.

10+ years of related experience in the Military Liquid Fuels Maintenance for RMMR and/or PWS related experience.

Excellent interpersonal skills to facilitate the required business development with key clients.

Working knowledge of all contractual documentation related to WFO program.

Knowledge and experience in the Military Liquid Fuels Maintenance for RMMR and/or PWS related experience.

Experience working in the civilian world related to Construction Management.

Additional Qualifying Factors: As a condition of employment, you will be required to pass a pre-employment drug screening (post accepted offer) and have acceptable background check results. If applicable to the contract, you must also obtain the appropriate security clearance levels required and be able to obtain Prime Contractor access to military installations.

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to: hard hats, steel‑toed boots, eye protection, respiratory protection, and hearing protection. Must always maintain a constant state of mental alertness.

Working Conditions Job is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
