Base pay range $106,898.00/yr - $131,665.00/yr

Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time. Under the direction of the Assistant Director of Information Technology Services (ADITS1), M-4, within the Dedicated Support Division, Workers Compensation Board within the Office of Information Technology Services, the Project Coordinator, SG-NS, will be responsible for leading a high performing team of QA testers who perform the full spectrum of testing and specialize in security, accessibility, performance, usability, API testing and artificial intelligence; meeting project deadlines; delivering modern, high-quality applications for citizens of NYS.

Specific Duties Include, But Are Not Limited To

Standards and Governance: Establish, maintain, and enforce QA standards, methodologies, and best practices across all projects, ensuring alignment with application design principles, coding standards, accessibility guidelines, and quality benchmarks.

QA Strategy & Leadership: Lead the QA team in developing and executing comprehensive testing strategies for new applications and system solutions, ensuring they meet business requirements and align with overall program goals.

Technical Guidance & Problem Solving: Provide technical guidance and support to the QA team, leveraging software engineering principles to analyze complex issues, identify root causes, and design effective testing solutions.

Tool Evaluation & Integration: Collaborate with the Program Technical Director and Program Architect to evaluate and recommend appropriate QA tools and technologies, ensuring seamless integration with existing ITS infrastructure.

Project Planning & Execution: Contribute to the development and execution of project plans, ensuring that QA activities are appropriately integrated into the project lifecycle and aligned with project timelines and budgets.

SDLC Enforcement & Leadership: Champion the software development lifecycle (SDLC) and lead the QA team in all requirements validation and acceptance, design review, development testing, and user acceptance testing (UAT) activities.

Performance & Security Testing Oversight: Oversee application system performance, load, and penetration testing, ensuring that applications meet performance and security requirements.

Implementation & Testing Management: Manage the development and execution of implementation and testing plans for application rollouts, ensuring smooth and successful deployments.

Communication & Reporting: Ensure clear and effective technical communication within the QA team and with program management, providing regular status updates, risk assessments, and quality metrics.

Project Management Alignment: Ensure all QA team activities align with NYS project management standards, including scope, change, risk, issues, budget, schedule, communication, and quality management.

Stakeholder Collaboration: Collaborate with the Program Director, Business Solutions Director, and OnBoard Technical Program Director to ensure all project deliverables meet WCB requirements and ITS policies.

Performance Management & Compliance: Ensure all QA team members perform within project deadlines and budgets, adhering to ITS policies and procedures.

Team Leadership & Development: Perform all NYS-required management and supervisory duties, including staff mentoring and development, work assignment and prioritization, training, and identification of professional development opportunities.

Minimum Qualifications

Seven + years of experience managing quality assurance teams supporting multiple large-scale projects and product support initiatives.

The following degrees may substitute for the general experience as indicated:

Associate’s degree and six years of experience

Associate’s degree including 15 semester credit hours in computer science and five years of experience

Bachelor’s degree and five years of experience

Bachelor’s degree including 15 semester credit hours in computer science and four years of experience

Master’s degree in computer science or related field substitutes for an additional year of experience

Doctorate in computer science or related field substitutes for an additional year of experience

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence. Some positions may require fingerprinting. Some positions may require up to 25% travel and/or lifting up to 50 lbs. Some positions are pending Civil Service approval. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay. to permanent non-competitive and the official probationary period will begin.
