Qualifications

Education and Experience (Option 1):

Master’s degree in Social Work or related behavioral science field with a child/family focus and at least three years of full-time professional child welfare case work, including social, psychological, or correctional counseling or case management; volunteer services coordination for a children's service program; and/or juvenile classification coordination.

Education and Experience (Option 2):

Bachelor’s degree and at least five years of full-time professional child welfare case work, including the same types of responsibilities as above.

Special Qualifications:

At least 21 years of age on application date.

U.S. citizen.

Valid driver's license.

Good moral character.

Complete a criminal history disclosure form.

No felony convictions.

Agree to release records of criminal history.

Provide fingerprint sample.

Pass a pre‑employment drug screening test.

Overview This classification is responsible for professional case management supervisory work of average difficulty, performing related duties as required. It is the first full supervisory class in the DCS Case Manager job series. The incumbent supervises staff who provide case management services for children under state supervision, in state custody, or at risk of state custody, and their families. Unlike DCS Case Manager 3, whose role focuses on lead case management, and unlike DCS Team Coordinator, whose role manages operations and programs, this class focuses on supervising case managers.

Responsibilities

Assist case managers in determining abuse or neglect, risk assessment, safety planning, permanency decisions, and recommendation of termination of parental rights.

Assign cases through TFACTS, provide feedback and performance guidance, including professional development and corrective action.

Analyze data such as response times, overdue reports, team meetings, placement reports, and other metrics to track workforce outcomes.

Participate in multidisciplinary teams to obtain a comprehensive view of case decisions and interpret policies for staff, partners, and clients.

Guide subordinates on decision making, resource allocation, and outcomes, coaching them on family concerns and safety.

Conduct case conferences to provide guidance, feedback, direction, and next steps to promote client safety, permanency, and well‑being.

Monitor and review staff assessments to ensure quality case management, documenting discussions in EPBs and case conferences.

Track and report regional data to ensure state and federal compliance, ensuring accuracy of information for decision makers.

Work flexible hours, including weekends, holidays, and after hours; schedule appointments and transport children safely for meetings, visits, and placement preparation.

Communicate effectively with children, families, providers, coworkers, and supervisors; build trustful relationships and overcome barriers to permanency.

Collaborate with community service providers, law enforcement, and multi‑disciplinary teams; train foster, adoptive, and community parents.
