Position Purpose Position provides direction and oversight for Maintenance, Outage, and/or Projects personnel to drive standards and expectations in behaviors. It develops contract terms and conditions for implementation and execution work within the assigned projects, tasks, and work orders. It provides oversight, performance management for the contract and staff augmented employees. It directs or performs planning and estimation tasks for projects and work orders within the purview, ensuring quality product delivery.
This position supports design, planning, and implementation of work activities ensuring all managed activities are conducted in accordance with applicable TVA, Federal, and state regulations. Responsible for oversight of activities ensuring all activities are implemented safely, with quality, on schedule and within budget.
Job Dimensions
Supervisory Responsibility: Oversight responsibility and direction for personnel performing work within the purview. Provides direct supervision of workers during secondment assignments. Indirect supervision of members of the integrated joint project/work teams.
Budget Responsibility: Responsible for managing and oversight of approved spend plans for work within the purview. Performs as CTS and/or FIA for Contracts performing implementation work.
Principal Accountabilities
Serve as technical subject matter expert for field work job safety, execution requirements, financial planning, human performance, and operational risk.
Perform or review estimates for assigned work (conceptual, design, and/or implementation).
Ensure field work activities for safety, standardization, quality, and housekeeping compliance.
Manage programmatic requirements such as safety manual, fatigue rule, asbestos abatement, Appendix R, scaffolding, painting programs, etc.
Conduct field observations, document in approved database, capture issues in CAP, and provide input for actions.
Develop project or work requirements to ensure implementation success.
Ensure design packages are implemented in a manner that is standard and consistent with fleet approach, meeting quality, budget, and schedule requirements.
Review scope, cost, and schedule of assigned work; provide status and solutions with emphasis on early problem identification.
Develop efficient and innovative implementation solutions meeting operational and technical requirements and ensuring ease of maintenance and operability.
Coordinate with integrated joint project/work teams to plan, scope, and estimate work across all phases.
Identify and obtain resources required to support estimation, work requirements, planning, and implementation.
Administer, manage, and maintain responsibility for all contractors performing services on assigned work.
Develop and review change documents to obtain approval for scope, funding, and schedule changes.
Ensure contract partners are aligned for support of work to ensure budget and schedule/milestone adherence.
Review and provide recommendations for technical sections of proposals during competitive bidding process.
Provide approved contractor work release forms prior to initiation; control spending.
Provide contractor with approved copy of work document, funding estimates, and schedule.
Present modifications data and input at design review meetings during design phase.
Provide implementation input for project scoping document, engineering study, or engineering scoping document from study phase through to implementation phase.
Review and approve supplemental oversight plans and safety plans.
Serve as CTS and/or FIA when requested.
Ensure compliance with Adverse Employment Actions process and provide input/documentation.
Support Outage or Project Control Center and Emergent Issue Management.
Perform other duties as assigned.
Minimum Requirements Education • Bachelor’s degree in engineering or related science, completion of 4‑year craft apprenticeship or equivalent based on experience in nuclear power field, including 2 years power plant experience, 1 year nuclear power plant experience, and 0.25 year on‑site experience. Must have nondestructive testing familiarity, craft knowledge, and understanding of electrical, pressure vessel, and piping codes and standards.
Experience • Minimum 8 years’ experience in nuclear plant modification, maintenance, design, operation, or QA. Prior supervisory experience in maintenance, modifications, projects, site services, or planning and technical activities.
Certification/License, etc • Must obtain and maintain requirements for nuclear plant unescorted plant access; complete TVA FLS, FLDP requirements. Must be willing to assume on‑call rotational assignments (24/7) and serve as Sr. Implementation Manager when requested.
Knowledge/Skills/Abilities • Basic knowledge of engineering or maintenance principles and extensive knowledge of nuclear plant design and construction.
