Senior IT Business Analyst

– Lansing, MI (Remote) – Contract (12 months). Start ASAP.

Job Summary The Senior IT Business Analyst serves as a lead analyst supporting mission‑critical applications for the Department of Corrections. This role collaborates with DOC clients, DTMB professionals, and external vendors to develop business and system requirements, analyze data, support procurement activities, and guide solution delivery.

The analyst plays a key role in RFP development, cost estimation, impact analysis, testing strategies, and strategic IT planning, ensuring alignment with agency and statewide objectives.

Duties and Responsibilities

Collaborate with DOC clients and DTMB teams to elicit, analyze, and document business and system requirements.

Lead and support activities related to Requests for Proposals (RFPs), including requirements drafting and narrative development.

Estimate project costs, establish action plans, and complete impact and risk analysis.

Develop recommendations for business processes and system workflows and build stakeholder consensus.

Serve as liaison to vendors and act as an IT system owner representing the agency.

Establish and support test strategies, test plans, and test cases with business SMEs.

Participate in statewide or DTMB IT initiatives as required.

Proactively identify, communicate, and escalate issues and risks.

Support MDOC strategic goals through high‑quality IT service delivery.

Perform additional duties as assigned.

Required Skills

Strong knowledge of business analysis methodologies and process modeling.

Experience with IT project planning, development, and implementation.

Working knowledge of the Software Development Lifecycle (SDLC), including Agile, CMMI, or similar methodologies.

Experience documenting business, functional, and technical requirements.

Ability to perform project‑level analysis and produce documentation such as swim lanes, sequence diagrams, and use cases.

Experience with project estimation, planning, and forecasting.

Advanced proficiency in Microsoft Office, including MS Project and Visio.

Excellent written and verbal communication skills, including presentation and reporting.

Ability to communicate effectively with vendors, technical teams, and non‑technical stakeholders.

Strong analytical, problem‑solving, and decision‑making skills.

Preferred / Additional Skills

Experience drafting requirements for procurement of IT solutions and services.

Familiarity with application development environments and tools.

Experience working with cross‑departmental or inter‑agency teams.

Experience organizing and executing testing efforts in collaboration with business SMEs.

Education Bachelor’s degree preferred in Computer Science, Information Systems, IT Project Management, Systems Analysis, Mathematics, or a related field.
