About the Department The Department of Medical Education (DME) in the Morsani College of Medicine (MCOM) is headed by Dr. Bryan Bognar, Chair & Vice Dean for Educational Affairs and oversees the Undergraduate Medical Education program, Graduate programs curriculum, student services, the School of Physical Therapy, the Athletic Training Education Program, and the Physician Assistant program. DME currently consists of 10 faculty members and 50 staff members.

Position Summary This position reports to the Director of DME and will oversee all aspects of budget planning and management, including the HCA affiliation agreement. The Manager will also assist the director with administrative duties, source budget, procurement, fiscal and administrative compliance, represent DME on committees, and provide HR oversight.

Responsibilities

Co‑manage the DME all‑source budget and oversee budget planning for the HCA affiliation.

Prepare and manage the budget for HCA funds covering 15 chartfields (~$4M/yr).

Develop and monitor the All‑Source budget, provide projections, generate reports and analysis.

Manage authorized expenditures in coordination with the Director and Vice Dean.

Monitor compliance of each cost center and manage financial administration of auxiliary, convenience, UMSA, Foundation, and USF funding sources.

Fulfill HCA affiliation agreement and budgetary requirements, staying current on federal, state, and university policies.

Oversee all purchasing activities within DME.

Monitor all financial accounts and ensure reconciliations meet regulations.

Serve as the dedicated reconciliation reviewer and verifier.

Represent the department in all financial audits, report findings, and resolve issues.

Lead high‑level analyses, special projects, and prepare ad‑hoc reports and presentations.

Supervise the fiscal team (3 fiscal & business employees) – hiring, training, terminations, coaching.

Lead internal non‑compensated faculty appointment process and liaise with HR services.

Plan rates, advise on vacancies, analyze funding for salary increases and promotions.

Prepare and update pay distributions per budget availability.

Act as the approver for pay distributions for all HCA and PA chartfields.

Oversee student awards and scholarships, produce scholarship awarding reports.

Model projections, propose scenarios to keep student indebtedness average within leadership goals.

Serve as the DME/HCA admin representative on departmental and university committees.

Direct all administrative activities in compliance with state, university, UMSA, and HCA rules.

Advise department deans and directors on administrative issues.

Perform other duties as assigned.

Qualifications Minimum Qualifications:

Bachelor’s degree in Accounting, Finance, Business Administration or related field AND four years of professional business experience; OR Master’s degree in the same fields and two years experience. Equivalent coursework or vocational training may substitute for required experience.

Preferred Qualifications:

Master’s degree in Accounting, Finance, Business Administration or related field, four years of professional business experience in a health field or medical school setting. CPA certification preferred.

SB 1310: Substitution of Work Experience for Postsecondary Education Requirements – Four years of direct experience for a bachelor’s degree; Six years of direct experience for a master’s degree.
