Pay Range Base pay range: $120,364.00/yr - $156,826.00/yr

Summary This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval – award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy

Education

Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE)

Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited

A doctoral degree in social work may not be substituted for the master's degree in social work

Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work

Licensure

Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level

Loss of Licensure or Certification

Once licensed or certified - social workers must maintain a full - valid - and unrestricted independent license or certification to remain qualified for employment

Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment

English Language Proficiency

Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C.

Grade Determinations: Social Worker (Program Coordinator) - GS-13 Experience/Education

One year of experience equivalent to the GS-12 grade level

Experience must demonstrate possession of advanced practice skills and judgment - demonstrating progressively more professional competency

Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship - or equivalent supervised professional experience

Licensure/Certification

Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level - and must be able to provide supervision for licensure

Demonstrated Knowledge - Skills - and Abilities

In addition to the experience above - the candidate must demonstrate all of the following KSAs

Skill in coordinating and implementing one or more specialty program(s) - across the facility

Skill in local policy and practice development - procedures - and/or practice guidelines for the program as prescribed by the program handbook or national directive

Skill in organizing work - setting priorities - meeting multiple deadlines - and evaluating assigned program area(s)

Ability to collaborate with internal and external partners to further program goals and enhance patient centered care

Ability to provide the full range of supervisory duties including assignment of work to be performed

and selection of staff - training - and recommendation of awards - advancements - and when appropriate - disciplinary action

Ability to oversee the fiscal matters of the functions supervised (including fund controls - contracts - and equipment expenditures) - forecast resource and equipment needs - and administer the allocated budget

Knowledge of organizational structure and impact on program operations

Preferred Experience: Formal supervisory experience supervising large interdisciplinary teams - demonstrated experience with staff performance management

Experience in operational and clinical leadership in complex and high volume programs

Experience managing data systems - program metrics and data analytics

Experience providing direct clinical services in community settings to homeless or at risk populations

Must possess independent clinical license allowing for independent practice at advanced level

Physical Requirements: The work is primarily sedentary but requires distance driving

It may require some occasional lifting (10-35lbs)

Requires reaching above shoulder - twisting neck with ability to see from side to side with range of motion at least 45 degrees - and ability to coordinate all four extremities

Position requires frequent keyboarding (4-7 hours per day) - sitting (4-7 hours per day) - walking up to 6 hours per day - or standing up to 8 hours a day

Infrequent climbing/ descending of stairs and some bending

Ability for rapid mental and muscular coordination simultaneously

Requires incumbent pass a pre-employment driving physical through Occupational/Employee Health to transport Veterans in a government vehicle

VA Careers - Licensed Clinical Social Worker: https://youtube.com/embed/U_xC25QsN0w Total Rewards of a Allied Health Professional The Social Work Program Manager for the HUD-VASH program within Social Work Services at the John Cochran Medical Center retains the authority and responsibility to direct the program under the Homeless Program Manager and is responsible for the overall administrative and clinical functioning of the HUDVASH program

The HUDVASH Program Manager is also administratively responsible for the HUDVASH Program

The Departments of Housing and Urban Development (HUD) and Veterans Affairs (VA) established the HUD-VA Supportive Housing (VASH) Program with the goal to provide affordable - permanent housing with recovery-oriented case management services to homeless Veterans and their families and to successfully re-integrate them back into the community and prevent future homelessness

The HUDVASH Program requires continuous coordination with the community's homeless providers and coalitions as well as with other local - state - and federal agencies

Duties include - but not limited to: Provides forums to include huddles - staff meetings - and individual supervision meetings to listen to staff concerns and complaints and attempts to resolve them

Responsible for time and leave approval for HUDVASH staff as well as certifying timecards

Responsible for ensuring staffing coverage of all areas in the Homeless Program

Develops and implements information systems to track service activities

Develops implements and evaluates clinical guidelines and protocols using a wide range of qualitative and/or quantitative methods to identify - assess - analyze and improve effectiveness and efficiency of services

Maintains program and administrative reference materials - project files and relevant background documents and makes available policies - procedures and written instructions

maintains current knowledge to answer questions from HUDVASH staff on procedures - policies - directives - handbooks - etc

Prepares reports and statistics about Homeless Program services and utilization for facility - VISN - and national leadership

Monitors national performance measure targets and implements innovative solutions to help steer homeless program outcomes to meet the target goals

Creates and implements Op Plans in the Homeless HUB with measurable objectives when not meeting performance measures

Ensure clinics are created for each provider and under correct stop codes based on national standards for to correctly capture Homeless Program productivity

Liaison between Homeless Program and the local Public Housing Authority (PHA)

Schedules and attends monthly meetings with each PHAs Point of Contact

Interacts daily with the PHA point of contact to resolve issues and ensure Veterans are moving through the PHA system to obtain and maintain housing

Research best practices on the HUB - other VAMC HUDVASH programs - and through VISN/VACO contacts

Analyzes clinical needs of staff - program process/policy changes - and issues related to Veteran care

Implements Works to implement more treatment focused - efficient - and evidence-based practices

Performs other related duties as assigned
