Responsibilities
Analyze and administer the technical architecture of LAN/WAN systems.
Conduct research, testing, and evaluations of telecommunications and data network systems.
Monitor network performance and assess traffic and utilization trends.
Interface with users, technical teams, and vendors to optimize hardware installations.
Support the integration of additional tools into the SAMP IBM Tivoli Netcool system.
Review and advise on user‑generated Standard Operating Procedures and training materials for IBM Netcool.
Perform system analysis, design review, and implementation of system applications related to the SAMP IBM Tivoli Netcool system.
Provide vulnerability remediation support for identified risks from resource scans against SAMP.
Assist with Continuous Compliance Readiness Assessments (CCRIs) related to SAMP products.
Develop procedures for installation, use, and troubleshooting of communications hardware and software.
Monitor system performance and instruct users on equipment usage.
Test and evaluate hardware and software for efficiency and compatibility.
Identify equipment upgrade needs and conduct user surveys to determine requirements.
Write technical specifications for vendor bids and oversee installation of communications hardware.
Support organic and contracted efforts for interface development and migration tasks.
Conduct minor repairs on communication equipment as needed.
Qualifications
Bachelor’s degree in Systems Engineering, Computer Science, or a related field.
7 years of experience, preferably on Department of Defense (DoD) programs.
Experience managing, implementing, and administering IBM Tivoli Netcool/OMNIBus, Tivoli Business Service Management, Impact, and Cognos.
Experience with the current version of NetIQ AppManager and its subcomponents.
Proficiency in Microsoft SQL and Windows Server.
Scripting experience in Perl, JavaScript, and HTML.
Experience with network‑management tools such as HP IMCS and SolarWinds.
Minimum Certification Requirements
Certified Information Assurance Technician (IAT) Level II (DODM 8140)
Potentially Required Certifications
CompTIA Network+
Security Clearance Valid DoD Secret clearance is required. Additional NATO Secret and/or DoD Top Secret/SSBI clearances, favorably adjudicated for SCI eligibility, may be required at certain locations.
