Positive Employment is currently recruiting for a Disrepair Surveyor for our client a government organisation in Bristol. The successful post holder will be managing complaints received as a legal claim (Housing Condition Claim) in partnership with the organisation's legal services. Ensure all legal claims within Repairs and Maintenance are successfully investigated and completed with minimal litigation, addressing tenants' expectations regarding property conditions.

Responsibilities include conducting thorough inspections, coordinating and overseeing necessary repairs including monitoring the work of the trade teams and contractors, from start to completion, ensuring delivery of high quality work, ensuring clear communication with tenants, providing them with a detailed report to each case, achieving high customer satisfaction within budgetary targets and providing a cost effective, value for money service.

The Disrepair Surveyor will act as professional witness in all Disrepair claims allocated. The role discerns agreement with Disrepair Manager/Supervisor on the setting of the level of compensation awarded and how the case may be instructed to legal on agreeing how to challenge a housing condition claim as needed in order to resolve disputes and uphold legal standards.

This role is a temporary contract initially for 3 months with the possibility to extend. This role is flexible working, with 3 days a week on site.

Duties and Responsibilities (but not limited to):

Evaluate, specify & carry out repairs, condition/improvements surveys/inspections of dwellings, buildings & land, as directed. Assess & diagnose defects, specify appropriate remedial work & schedule work in consultation with the client/customer/stakeholders.

Project manage all aspects of disrepair cases, including developing and maintaining a comprehensive programme of works and project reports, initiating and updating project documentation, administering contracts and monitoring on-site progress and quality. Fulfil the roles of Project Manager, Supervisor, Contract.

Administrator ensuring effective management of claims and work from start to finish. Surveys & technical reports, specifications & schedules of rates.

Ensure that all Disrepair cases are owned and actioned, taking responsibility from end-to-end of the process. Ensure that where work is delegated or carried out by other parties, such as contractors or other departments that over‑view is maintained and deadlines met.

Detail & specify works for in‑house teams; highlight dependencies in preparation for scheduling work within the disrepair timeframe. Specify, measure & order materials, equipment & joinery, tender works & order work through the council's IT systems.

Ensure customers are kept informed of progress throughout the process, ensure there is a detailed record of communication and that the work is completed to quality, financial and time targets.

Develop innovative approaches to meet customer needs as each report and complaint resolution is tailored to every Disrepair case. Identify and champion improvements in the customer experience with the Responsive Repairs and Maintenance Service.

Assist with the issue of Party Wall Act Notices, and fulfil all responsibilities and duties as required under Health & Safety Regulations.

Manage own diary, book in own inspections and meetings. Carry out a detailed investigation using ICP internal systems and manage customers personal sensitive data, securely, in order to produce a witness statement for the legal file that must be provided to the legal team to support defence cases.

Effectively manage compensation amounts by evaluating daily rent paid and provide reasoning to finance department and legal, with precise advisement on the amount due to tenants in line with the Housing Ombudsman compensation guidance.

Working Hours: 37 hrs / 9:00am - 17:00pm / Monday - Friday

Pay: £35.00 per hr

Please note this role is within the scope of IR35.
