Senior Program Manager- Resident Services

The Senior Program Manager, Resident Services, provides advanced leadership, oversight, and strategic direction for CHCDC’s Resident Services programs across multiple housing sites. This position manages program performance, supervises staff, supports organizational goals, strengthens resident engagement strategies, and ensures full grant and contract compliance. The Senior Program Manager plays a critical role in designing and enhancing service models that support housing stability, wellness, financial empowerment, and community resilience for CHCDC residents.
Major Responsibilities / Duties
Provide leadership and strategic oversight for Resident Services programming across all assigned sites.
Supervise, coach, and support Resident Services Coordinators, Intake & Outreach staff, and other program personnel.
Lead program planning, implementation, evaluation, and continuous quality improvement processes.
Develop performance benchmarks, track progress, and monitor program compliance with grants and contracts.
Ensure accurate and timely documentation of resident interactions, services, and outcomes in Salesforce.
Prepare monthly, quarterly, and annual program reports for internal leadership, funders, and external partners.
Lead partnership development with service providers, education institutions, and community-based organizations.
Coordinate with Property Management teams and CHCDC Housing staff to ensure cohesive service delivery.
Identify opportunities for program innovation and enhancement, including and service models.
Assist in the annual Resident Services budget process, including forecasting, cost allocation, and spending oversight.
Develop and update program policies, procedures, and operational standards.
Support grant writing, grant reporting, and identification of new funding opportunities.
Conduct regular site safety assessments and oversee follow-up actions.
Represent Resident Services in organizational planning meetings, collaborative initiatives, and regional networks.
Provide training, coaching, and professional development for Resident Services staff.
Manage volunteer recruitment and engagement strategies.
Participate in affordable housing advocacy efforts and represent CHCDC at community or policy-focused convenings.
Perform other duties as assigned to support the advancement of Resident Services.
Qualifications
Strong commitment to CHCDC’s mission and values.
Bachelor’s Degree required; Master’s Degree in Social Work, Public Administration, Education, or related field preferred.
Minimum of five years’ experience in social services, community development, or affordable housing programs.
At least three years of supervisory experience with demonstrated leadership abilities.
Experience managing budgets, contracts, grant compliance, and program evaluation.
Excellent communication skills, including report writing, presentations, and public speaking.
Experience working with culturally diverse and multilingual communities.
Strong analytical skills, with proficiency in data systems; Salesforce experience strongly preferred.
Ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
Physical Requirements The employee must be able to talk, hear, walk, stand, and occasionally lift up to 25 pounds. Regular travel to housing sites, meetings, and community events is required. Reasonable accommodations will be made for individuals with disabilities.
