Job Description This position serves as a Project Material Manager on small Engineering, Procurement, Fabrication, and Construction (EPFC) projects or may serve as a regional lead for non-project procurement.
Plan, organize, direct, and control an appropriate portion of the purchasing or regional indirect procurement function or direct the purchasing, expediting, or field purchasing function on a project
Develop, or assist in the development of purchasing, expediting, or field purchasing activities on the project or non-project procurement in a particular region
Perform material buying, expediting, or field purchasing activities in accordance with the corporate Operating System Requirements (OSR) and established project or Material Management Plans, policies, and procedures
Provide general and direct supervision to the purchasing, expediting, and other support staff as assigned
Responsible for the implementation, management, and monitoring of the Material Management Work Process with the approved Corporate Reference Tool for Material Management to meet project requirements and schedule
Negotiate and/or provide assistance in negotiation of large to complex equipment and bulk material packages to obtain best value for the Project
Other duties as assigned
Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed; some locations may have additional or different qualifications in order to comply with local requirements
Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
Job related technical knowledge necessary to complete the job
Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
Ability to attend to detail and work in a time-conscious and time-effective manner
Other Job Requirements Purchasing
Experience managing/leading purchasing and expending on EPC or EPCF construction projects
Ability to review project scopes of work and prime contract to determine Material Management requirements and flow downs to project procurement documents, plans, and procedures
Ability to incorporate standard Fluor Procurement procedures and Commercial Strategies in the procurement of goods for the project
Ability to align with Construction to determine site purchasing requirements and responsibilities
Ability to coordinate the staffing of the project's purchasing functions in accordance with the requirements of the project Material Responsibility Matrix
Ability to manage the execution of all procurement activities on the project in compliance with the project Baseline and procedures, plans, budgets, and schedules
Ability to effectively manage personnel within multi-functional culturally and regionally diverse project team
Ability to review and understand Prime Contract flow down requirements
Ability to prepare staffing estimates
Ability to prepare and update procurement schedules
Ability to prepare individual Procurement Plans
Expediting
Ability to ensure that Project priorities of materials are identified to meet Construction requirements
Ability to elevate suppliers, where required, to the Issues, Alerts, Warnings List (IAWL) when performance is detrimental to the Project Schedule
Ability to manage the performance of Expeditors assigned to the Project
Preferred Qualifications
Working toward applicable professional certification(s) or license(s)
Experience primarily in the area of material management
Excellent interpersonal and communication skills
Excellent computer literacy and skills
Excellent leadership and decision-making skills
