Duties Description
Provide professional support to the Administrative Specialist 2 (AS-2) and serve as a liaison between front-end staff and the AS-2;
Assist AS-2 with the coordination and submission of personnel transactions requested to the Office of the Director of Operations, including job postings, hiring documentation, and performance programs and evaluations;
Participate in a variety of projects and time‑sensitive assignments, and the operation of the day‑to‑day administrative activities of the program office;
Prepare detailed, written procedures, and train staff as changes are implemented;
Make, evaluate and facilitate process improvement recommendations and track implementation;
Coordinate internal control activities and conduct reviews to determine the efficiency and effectiveness of administrative procedures and recommend revisions; and
Supervise administrative staff.
Minimum Qualifications NY HELPS – This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non‑competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
Non‑competitive Minimum Qualifications
Administrative Specialist Trainee 1 (NS, Equated to SG-14): Four years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist Trainee 2 (NS, Equated to SG-16): Five years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Administrative Specialist 1 (SG-18): Six years of experience performing or overseeing budget, human resources, and business services activities for an organization or program. An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Competitive Minimum Qualifications
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Administrative Specialist 1.
Eligible List Appointment: Candidates on the New York State Education Department’s Public Administration Trainee Transition (PATT) eligible list or the Professional Career Opportunities (PCO) eligible list may be considered for appointment.
Section 70.1 Transfer to Administrative Specialist 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer.
Section 70.1 Transfer to Administrative Specialist Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title SG-12 or above deemed eligible for transfer.
Section 70.4 Transfer to Administrative Specialist 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law if they meet eligibility requirements and are on the PCO or PATT list.
Section 70.4 Transfer to Administrative Specialist Trainee 1: Same eligibility criteria as above for the trainee title.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.
55b/c Appointment: Candidates must possess a current 55b/c eligibility letter and meet the qualification thresholds outlined in the non‑competitive section.
Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent, competitive appointment or a contingent permanent, non‑competitive appointment.
For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility.
Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.
Verification of experience and/or degree will be required at the time of interview for all candidates.
This position allows for the opportunity to telecommute up to 30% each bi‑weekly pay period and is granted at the discretion of the supervisor and the appointing office.
This position will require 5% in‑state/Statewide travel.
This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire.
Current Starting Salaries
$53,764 (Trainee 1 – NS equated to SG-14)
$59,994 (Trainee 2 – NS equated to SG-16)
$66,951 (Full Performance level – SG-18)
This position leads to a maximum salary of $85,138 based on annual performance advances and traineeship advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
