DEPUTY COMMISSIONER, SERVER INFRASTRUCTURE & OPERATIONS
The Department of Social Services (DSS) is the technology services organization for New York City’s Human Resources Administration (HRA) and Department of Homeless Services (DHS). DSS provides essential benefits and services to New Yorkers, and its Information Technology Services (ITS) supports daily, emergent, and long‑term agency needs through robust infrastructure and innovative applications.
Job Description We are recruiting one Deputy Commissioner to lead Server Infrastructure and Operations. The role will oversee:
All aspects of the Server Infrastructure Build, Server Infrastructure Operations, Network Infrastructure & Operations, Client Base Enterprise Services, and Datacenter Engineering offices.
Delivery of 24/7 service operations and KPI compliance, building and guiding teams, identifying expertise, talent, and passion.
Vision and leadership for a team of IT professionals responsible for a broad range of information technology services.
Evaluation and recommendation of emerging infrastructure technologies to be introduced and integrated within Operations.
Participation in the formulation and assessment of enterprise architecture and business system plans to ensure alignment with strategic goals.
Delivery of oral and written reports and presentations to staff, employees, and executive management on IT processes, challenges, and solutions.
Minimum Qualifications
Baccalaureate degree from an accredited college.
Four years of progressively responsible, full‑time experience in information technology, including programming, system development, data telecommunications, and database administration.
At least 18 months of executive, managerial, or supervisory experience in one or more of those areas.
Alternate route: Four‑year high school diploma or equivalent with at least three years of experience described above.
Preferred Skills
Leadership of large, distributed teams (operations, networking, infrastructure engineering) in a 24/7 environment.
Strategic planning and roadmap development with budgets and multi‑year infrastructure strategy.
Proficiency with IT service management frameworks such as ITIL.
Deep knowledge of network architecture, data centers, cloud infrastructures, and hybrid environments.
Experience with server technologies, storage systems, virtualization, and container platforms.
Cloud platform experience (AWS, Azure, Google Cloud).
Enterprise architecture and modernization strategy expertise.
Cybersecurity frameworks (NIST, ISO 27001, CIS controls) knowledge.
Disaster recovery, business continuity, and high availability implementation.
Strong problem‑solving, analytical thinking, risk management, and the ability to foster accountability and teamwork.
Other Information Residency Requirement: New‑York‑City residency is required within 90 days of appointment. Certain positions may allow residence in nearby counties for qualified employees.
