Assistant Economic And Community Development Agent job opening with the State of Connecticut, Department of Housing (DOH), located in Hartford. This entry-level role provides hands-on experience in housing quality standards and regulatory compliance within federally and state-funded housing programs including HOME, NHTF, and FLEX projects. Position Highlights
Hybrid First Shift, 8:00 AM to 4:30 PM Full Time, 40 hours per week Monday - Friday Location: 505 Hudson Street in Hartford The Role
The position supports the Department’s mission to ensure safe, decent, and affordable housing throughout Connecticut. Under the guidance of experienced inspectors and program managers, you will conduct on-site inspections of residential properties to evaluate physical conditions, identify code violations, and verify compliance with program standards and regulations in HOME, NHTF, and FLEX programs. Key Responsibilities
Perform inspections of housing units and developments funded by HOME, NHTF, and FLEX programs, assessing structural integrity, health and safety, and habitability standards. Document inspection findings, prepare detailed reports, and recommend repairs or corrective actions. Communicate inspection results to property owners, developers, and contractors and facilitate timely resolution of deficiencies. Monitor ongoing projects to ensure continued compliance during the affordability period. Learn and apply federal, state, and local housing codes, program guidelines, and funding requirements. Participate in training, site visits, and team meetings to build knowledge in housing inspection and program administration. About Us

Assist in promoting and coordinating economic, housing, and community development activities Assist in project management and providing technical assistance Advise municipalities on community development plans Identify customer needs and assess financial capacity Review plans for conformity with statutory and department requirements Coordinate resources and monitor programs for compliance Prepare reports and assist in negotiations and documentation Support marketing, workshops, and stakeholder engagement Perform related duties as required Knowledge, Skills, and Abilities
Knowledge of local, state, and federal economic, housing, and community development programs and resources Budgetary and financial principles; housing and development practices Regulatory knowledge and compliance Public relations, interpersonal, verbal and written communication Ability to maintain records, prepare reports, and use computer software Qualifications
Minimum Qualifications - General Experience:
Five (5) years in corporate marketing and business development or related financing, planning, or project management experience in housing or community development. Minimum Qualifications - Substitutions Allowed:
College training substitutions; Master’s degree can substitute for one additional year of general experience. Preferred Qualifications:
Experience using Microsoft Office; ability to manage competing priorities and draft detailed reports. Special Requirements:
