Trans Voc Rehab Counselor (Rosenberg) – Texas Workforce Commission The public vocational rehabilitation (VR) program administered through the Texas Workforce Commission helps people with disabilities to prepare for, obtain, retain, and advance in employment.

We are looking for a Transition Vocational Rehabilitation Counselor (TVRC) Trainee – Senior TVRC to serve a caseload of Blind Visually Impaired customers at 28,000 Southwest Frwy, Rosenberg, TX. Applicants must be U.S. citizens or permanent residents capable of securing a Texas residency or will relocate to Texas. This position requires up to 75% travel; transportation is the employee's responsibility.

General Duties

Provide quality transition services to students with disabilities, including those potentially eligible for VR.

Develop and maintain relations with community referral sources, businesses, employers, and schools.

Collect and analyze all information necessary to make an accurate eligibility decision (medical, psychological, school, employment records).

Assist students in choosing appropriate employment by matching strengths, resources, and job market realities.

Collaborate with local education agencies and families to support students in acquiring academic, work, and life skills for independence.

Develop individualized service plans to achieve employment goals and manage the case load.

Maintain student records, ensure timely and cost‑effective service provision, and facilitate successful job placement.

Build referral sources and obtain appropriate referrals for blind or visually impaired students.

Work with Regional Employment Assistance Specialists and Business Relations Specialists to create career exploration experiences.

Apply best‑value purchasing practices and manage expenditures within established funding directives.

Act as a team leader for assigned support staff when necessary.

Participate in training and staff development activities.

Perform other duties as assigned.

Preferred Qualifications Master’s degree in Rehabilitation Counseling or a related field (e.g., Special Education, Social Work, Psychology, Human Services) from an accredited institution, with relevant experience. Other acceptable combinations include:

Master’s degree plus one‑year related work experience in counseling.

Master’s degree plus two years related work experience.

Bachelor’s degree in vocational rehabilitation or counseling plus one year experience.

Bachelor’s degree in an allied field (Social Work, Education, etc.) plus two years of experience.

Bachelor’s degree in any major plus up to three years of experience.

Experience working with Blind Visually Impaired customers is highly desirable.

Minimum Qualifications Bachelor's Degree in a field reasonably related to vocational rehabilitation (e.g., counseling, social work, psychology, disability studies, business administration, human resources, special education, etc.). No experience required.

All Levels Positions may be filled at any level from VRC Trainee to Senior VRC, depending on education, credentials, and agency experience. Applicants without a master’s degree in Rehabilitation Counseling or CRC/LPC credentials must meet CSPD educational requirements within a defined timeframe. When advancing from VRC Trainee to VRC I, one year paid or unpaid experience with people with disabilities is required.

Additional Information Travel: up to 75% travel; modality of transportation is employee’s responsibility.
