Position Overview Texas Workforce Commission (TWC), a Family Friendly Certified Workplace, is seeking a Transition Vocational Rehabilitation Counselor (TVRC) Trainee – Sr TVRC to join the Vocational Rehabilitation Department at 120 S Main St, Ste 110, Victoria, TX. Applicants must be Texas residents or willing to relocate; TWC does not consider visa sponsorship.

Career ladder position: eligibility for promotion to the next level.
External hires start as TVRC Trainee, and after successful 6‑month probation may be promoted to TVRC I with a 5% increase.

Supervisor and Management The TVRC Trainee works under the VR Supervisor with approval of the VR Manager, and works independently with moderate to minimal supervision.
Job Responsibilities
Provide quality transition services to students with disabilities.
Develop and maintain relationships with community referral sources, businesses, employers, and schools.
Collect and analyze all necessary information to make accurate eligibility decisions.
Assist students in choosing appropriate employment by matching strengths, resources, and market needs.
Participate with local education agencies and families to support students' academic, work, and life skill development.
Collaborate with students to develop a plan of services designed to achieve employment goals.
Provide opportunities for students to explore career options and gain employment experiences.
Create and maintain student records and manage case loads.
Ensure timely, cost‑effective service provision and student progress toward employment goals.
Develop and implement processes leading to successful job placement.
Develop referral sources, maintain resource information, and obtain appropriate referrals for blind or visually impaired students.
Work with Regional Employment Assistance Specialists and/or Business Relations Specialists to build relationships with businesses for career exploration.
Apply best‑value purchasing practices and use comparable benefits and services.
Account for case service expenditures, maintaining adherence to funding/expenditure directives.
May act as a team leader for assigned support staff for designated caseload.
Participate in training activities for staff development.
Perform other duties as assigned.
Preferred Qualifications
Master’s degree in Rehabilitation Counseling or Clinical Rehabilitation Counseling from an accredited university.
Or Master’s degree majoring in counseling or related fields (Special Education, Social Work, Psychology, Human Services) plus one year related experience.
Or Master’s degree in any other major plus two years related experience.
Or Bachelor’s degree in vocational rehabilitation plus one year related experience.
Or Bachelor’s degree majoring in Counseling, Education, Social Work, Sociology, Psychology, or Public Health plus two years related experience.
Or Bachelor’s degree in any other major plus three years related experience.
Minimum Qualifications Bachelor's degree in a field reasonably related to vocational rehabilitation (e.g., counseling, social work, psychology, disability studies, business administration, human resources, special education, supported employment, customized employment, economics, or a similar field). No experience required.
Career Ladder and Education Requirements All levels: Depending on qualifications and experience, a Vocational Rehabilitation Counselor (VRC) vacancy may be filled at any level from Trainee to Sr. Factors such as education, credentials, and prior agency experience determine hiring level and start salary. Related work experience includes case management, counseling, job placement, and general disability knowledge.
Applicants lacking a master’s degree in Rehabilitation Counseling or a CRC certificate/LPC credential must meet CSPD educational requirements, taking courses focused on the professional role of a Rehabilitation Counselor. One year of paid or unpaid experience working with people with disabilities is required to advance from VRC Trainee to VRC I.

Travel and Physical Requirements Positions involve up to 75% travel; transportation responsibilities lie with the employee. Counselors must travel to reach assigned consumers regularly and must be able to lift or carry up to 10 pounds.
