JOB OVERVIEW The purpose of this position is to accurately, efficiently, and expeditiously enter inmate pedigree, case, charge, bond, and court information in the Jail Management System and associated applications used in the Booking and Release processes. Officers must be able to multi‑task as they are responsible for ensuring the safety of fellow staff, safety and control of the inmates/detainees in the processing area, and the overall well‑being of inmates/detainees that are housed in the area all while performing the other functions of the Booking/Release processes. Booking Officers must have great communication skills and constant professionalism about them as they are the first line of officers that inmates/detainees see upon arrival and also deal with numerous other departments and agencies from across the county, state, and nation. This position reports to the Corporal and or the Sergeant.

JOB DESCRIPTION

Performs initial pat down searches of newly arrived inmates/detainees in the Arrest Intake area to ensure there are no weapons, drugs, cell phones, jewelry, or any other contraband on the subject that can be used to harm staff, the inmate themselves, or anyone else in the facility.

Offer each arrestee the Amnesty Box for any contraband that may have on them.

Performs X‑ray generated Body Scans on the Body Scanner machine to ensure no contraband is concealed within the body or other crevices of clothing items which helps ensure the overall safety of the facility.

Booking Officers are trained to use this machine during their first month of training as a Booking Officer and then have ongoing training throughout the year to understand what to look for and how to properly operate the machine. Booking Officers, CPO’s, and Supervisors are the only officers authorized to use this machine.

Performs thorough strip searches of inmates/detainees that are remaining in our facility due to bonds or holds or performs strip searches of those inmates/detainees which show probable cause to be strip searched.

Must be able to work as a team as there are many aspects of receiving in a new inmate/detainee. Must be in contact with Medical (nurses) to perform a Pre‑Screen of the inmate/detainee in a timely manner as to get the arresting officers out of our facility and back on to their own duties. Must be in contact with the “Lead Booking Officer” or “Rover” so that everyone is aware when a new inmate/detainee arrives.

Maintain constant communication with co‑workers in Booking to keep the numbers up to date as far as the daily population goes and who is and is not in our facility at any given time.

Use MULES and REJIS to run warrant checks, search DOR information, perform criminal history checks, send messages to other law enforcement agencies in emergency situations, send routine messages to other agencies regarding bond posted or ready for pick up messages, and confirm outstanding warrants with other agencies.

Complete required training in MULES/REJIS by their assigned Booking Training Officer and then complete an initial 8‑hour training course and test administered by the Missouri State Highway Patrol.

Complete ongoing training every year done in‑person by Missouri State Highway Patrol or via an on‑line course.

Run MULES/REJIS applications.

Responsible for handling cash that comes in with inmate/detainee property that is to be posted in the Booking kiosk machine to be put on the inmate/detainee account or to be applied towards their bond if they so choose.

Responsible for running credit card transactions to post inmate/detainee bonds.

Observe multiple inmates/detainees sitting in the open seating area while performing other duties such as: processing in, releasing out, answering phone calls, answering MULES/REJIS requests, running door access for nurses and officers to get through, and running door access for arresting officers to get in and out of the Corrections building.

Performing 30‑minute well‑being checks on all inmates located in the Booking area.

Performing 15‑minute well‑being checks on any juveniles housed in the Booking area.

Performing staggered 15‑minute well‑being checks for any inmate/detainee placed on suicidal precautions who is housed in the Booking area.

Keeps an accurate and detailed handwritten log as to who comes in the facility, who gets booked and who gets released.

Follow standard procedures and pay attention to detail when dressing inmates/detainees out and making sure all their property (clothes, wallets, purses, keys, cell phones, shoes) end up in the right property bin.

Addresses inmate/detainee concerns over their charges, bond amounts and initial housing assignments.

Performs internal transport duties by escorting inmates/detainees from open seating or cells to see the nurse for assessments, escorting inmates/detainees on the 2nd floor to attorney visits in the 2nd floor courtroom, and escorts inmates/detainees to RAU housing from Booking.

Responds to call for emergencies, needed assistance, and fights on all floors.

Conducts searches of cells, bathrooms, interview rooms, assessment rooms, open seating area, garage and hallways in the Booking area.

Responsible for using necessary force to subdue unruly or non‑compliant inmate/detainees in the Booking area.

Documents detailed reports regarding events/incidents.

Takes accurate counts to account for all inmates/detainees in the Booking area.

Ensure that the inmates/detainees in custody at the time are offered a meal that is being served facility wide and serves up to 3 meals a day.

Takes accurate fingerprints on the “Live Scan” machine and make sure all pedigree information and charge information is entered correctly in the system. Booking Officers are trained to use this system during their first 28 days of training in Booking and only Booking Officers are authorized to use the Live Scan.

Take clear pictures with a digital camera of tattoos and upload the photos to the inmate’s image section of the Jail Management System, which are pertinent for identification purposes on future visits and for gang affiliation purposes.

Occasionally enters weekend/emergency warrants in MULES/REJIS when Warrants Clerks are not on duty.

Participates in mandatory annual department training.

Launders inmate/detainee personal clothing that has been soiled prior to arriving to our facility or for those that have accidents while waiting in our custody.

Launders department issued items that we are low in stock on to continue the flow of inmates/detainees to housing as much as possible.

Maintains knowledge of vendors/techs we use for Booking Apps so they can make phone calls to have the technicians begin immediate work to get computer/booking programs back up and running as quickly as possible.

Assist in security operations when needed as all Booking Officers were originally trained as CO’s.

Required to work mandated overtime during times of staff shortages.

Required to work rotating shifts if needed. Nights, weekends, and holidays. Ability to work normal 12.25 hour shifts, with the ability to work up to 16 hour shift when needed.

Contact the courts by phone, email, and in person to discuss errors in paperwork or discuss the need for additional paperwork we are in need of for inmate/detainee cases.

Answer questions via the phone from the public, family members, attorneys, and bondsmen in regards to inmate/detainee bond amounts, court dates, and holding information. Answers questions with accurately while remaining professional.

Describe and demonstrate how the inmate/detainee phone system works to allow them to make phone calls in an attempt to post bond or let family know where they are.

Reviews court orders, bond memos, Sentence and Judgement Papers, Guilty Pleas, Commitment Orders, Bond Obligation Releases, Bond Revocations, Parole Detainers, Probation Detainers, ICE Detainers, Federal Detainers.

Calculates time inmate/detainees have done previously on cases to give credit for time served on current charges.

Scan, fax, and email copies of warrants, ready for pick up messages and bond posted messages to dispatch and prisoner transport.

Scan, fax, and email Sentence and Judgement paperwork to prisons and department heads.

Put together proper work, to include, proper time calculations, for inmates Sentenced to Department of Corrections.

Type bonds and ensure all stipulations are printed clearly as well as assign good court dates for inmates/detainees to return to.

Double checks and co‑sign other Booking Officers Books and Releases to ensure work is done properly.

Observe approximately 7 screens of video tiles to ensure the safety of inmates/detainees, staff and other agencies. Operates touch screen to converse via intercom with inmates/detainees in cells, officers arriving to the facility, and officers/nurses that need to get through doors.

Will follow directives from all ranking supervisors.

Perform other duties assigned.

REQUIREMENTS Education

General/technical high school diploma or GED equivalent.

Some College preferred.

Certifications/Licenses

Valid Missouri motor vehicle operator license is required.

Job Experience

Minimum of (1) year of experience as a Correctional officer with the St. Charles County Department of Corrections with an above average rating (3.0) on yearly evaluation score for the previous 12‑month evaluation period.

A combination of experience and relevant education (e.g. Criminal Justice) may be considered.

Knowledge, skills and abilities

Must be available to work various schedules as shifts rotate.

Department sanctioned training in OC Spray, PPCT, Interpersonal Communications, CPR First Aid, Suicide Prevention, MULES/REJIS certification within a year of becoming a Booking Officer, Adani Body Scanner Training, Live Scan Finger Print training provided by Booking FTO.

Must be fluent in the JMS application to quickly find pertinent information in inmate/detainees files.

Must be able to work in an environment where inmates/detainees consist of individuals intoxicated, drug abusing addicts, suffering from mental disorders, physical disorders, and violent behavior.

Ability to navigate language barriers and communicate with others.

Must be able to read and understand court orders, bond memos, Sentence and Judgement Papers, Guilty Pleas, Commitment Orders, Bond Obligation Releases, Bond Revocations, Parole Detainers, Probation Detainers, ICE Detainers, Federal Detainers.

This is a full‑time, 168 hours/28‑day cycle position that includes a full range of benefits including Paid Time Off, Extended Medical Leave, Holidays, Employee Health, Dental, Life, Disability, Retirement, and Tuition Assistance Programs. Correctional employees are subject to working any shift and/or day including holidays. May be required to work up to eight (8) hours of overtime per day.
