This is a salaried, overtime-exempt position responsible for providing executive-level administration and supervisory direction for the planning, operation, maintenance, and improvements in the Public Works portfolio, including Street, Sanitation, Landfill, Water, Wastewater Collection, Wastewater Treatment Plant, Fleet, Airport, and other assigned functions. This position also provides executive oversight and strategic coordination of the Planning & Development Department through direct supervision of the Director of Planning & Development, ensuring alignment between development services, code administration, permitting and inspections, right-of-way and facility maintenance interfaces, and the City’s infrastructure priorities. Coordinates assigned activities with other City departments and outside agencies; provides support to the City Manager. Supervises personnel of assigned departments by conducting performance evaluations, providing counsel as needed; recommends appointment, and when necessary, removal of officers and employees under his/her jurisdiction. Manages the development and implementation of assigned departments’ goals, objectives, policies, procedures, and priorities; recommends appropriate service and staffing levels. Provides technical and policy recommendations as they apply to ordinances, rules and regulations, and municipal maintenance and improvement operations. Prepares the annual budget request for administers the budget after adoption. Oversees the development, implementation, and reporting of the City’s Capital Improvement Program (CIP) within the assigned portfolio, including scope, schedule, budget, and stakeholder coordination. Ensures compliance with applicable federal, state, and local regulations, permits, and grant/contract requirements; supports procurement, contract administration, and audit readiness within the assigned portfolio. Prepares reports for submittal on public works and infrastructure projects as required. Represents the City to residents, elected officials, community groups, and organizations; explains programs, policies, and activities; and negotiates and resolves sensitive and controversial issues. Participates in citywide policy development and recommendations as necessary. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures of assigned departments; identifies opportunities for improvement and implements appropriate changes; leads continuous improvement efforts across Public Works and Development Services to elevate service levels, reduce turnaround times, and enhance the customer experience. Participates in investigations of complaints and/or employee grievances within assigned departments. Assists in the preparation of agendas, staff reports, and supporting materials for City Council and boards/commissions as assigned. Attends meetings of the City Council and takes necessary action regarding agenda items within the assigned portfolio. Provides executive oversight to Planning & Development through direct supervision of the Director of Planning & Development; establishes performance expectations and ensures effective, consistent development services. Ensures coordinated, cross-departmental review of development and infrastructure impacts by aligning Planning & Development processes with engineering, floodplain, utilities, sanitation, streets, and other applicable functions. Meets and confers with citizens, businesses, developers, and contractors to remedy problems and discuss City policies, procedures, and infrastructure needs related to development and service delivery. Responds in emergency situations; successfully completes IS-700 NIMS introductory course and provides documentation to the Emergency Management Coordinator upon completion. Performs other related duties as may be assigned. Bachelor’s degree (B. or B.A.) preferably in Public Administration, Business, Engineering, or related field, with experience in municipal operations. Must have ten (10) years or more experience in public works and the operation and construction of public infrastructure including water and wastewater systems, streets, and/or landfills, with a minimum of five (5) years in a senior management position. Experience coordinating development services and cross-department development review processes is preferred. Core Knowledge & Skills

Ability to establish and maintain effective working relationships with City Council, department heads/employees, and local, state, and federal agencies. Ability to communicate verbally and in writing to citizens, the press, City Council, employees, and external agencies. Ability to read and understand financial reports and documents, budgets, legislation, technical journals, letters, and grant guidelines. Ability to write technical reports, agendas, press releases, and other correspondence. Ability to prepare and administer operating budgets for assigned departments. Knowledge and ability to read, interpret, and apply codes and specifications and calculate costs involved in construction projects. Ability to supervise departments and negotiate and oversee construction projects for public works areas. Computer proficiency, including Microsoft Office. Ability to provide executive oversight for development services functions and support efficient, consistent permitting and customer-facing processes through departmental leadership. Valid Texas Driver License; obtain IS-700 NIMS certificate within six (6) months of hire. Must hold license in one or more of water, wastewater, and solid waste. Must obtain licenses in all disciplines within twenty-four (24) months of hire. Positions Supervised

Ability to bend, stoop, walk, kneel and stand. Ability to walk over sloped and uneven terrain. Ability to communicate in writing and verbally with the public.
