About our Opportunity The City of Asheville is seeking qualified applicants for the position of Therapeutic Recreation Program Leader in the Parks and Recreation Department. This position engages in providing direct therapeutic recreation programming to individuals with different abilities and developing partnerships that support the community. The Program Leader is motivated and energetic, and can use their creativity to create programs and positive experiences. The following duties are normal for this position. Other duties may be required and assigned.

Purpose of Classification The purpose of this classification is to assist in the planning, developing, and implementing indoor and outdoor recreation program activities and events for assigned districts or parks. Assists full‑time staff with supervision of the facility.

Responsibilities

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities to meet objectives; develops and oversees employee work schedules, ensures volunteer resources, monitors progress, consults with staff, provides reports to Recreation Facility Manager, Assistant Director, Parks and Recreation and Director, Parks and Recreation; updates and maintains department standard operating procedure manuals.

Assists in planning, developing, and supervising recreational activities: coordinates with department staff to research, plan, create, implement, schedule, set up/break down recreational program activities, field trips, educational classes, and special events; coordinates and supervises volunteers; gathers supplies, verifies completion of required forms, provides information, direction, and assistance to participants, staff, and volunteers; ensures activities comply with rules, policies, procedures, and safety standards; conducts preparation sessions and training, prepares and maintains training materials and handouts.

Performs customer service and public relations functions: provides information or assistance regarding services, activities, forms, procedures, fees, or other issues; responds to routine questions and complaints; researches problems and initiates problem resolution; refers complaints/problems to appropriate personnel.

Performs light maintenance duties to maintain the appearance of assigned facility: indoor and outdoor cleaning; updates bulletin boards; ensures outdoor plantings are in good condition; assists with updating indoor decorations.

Communicates with supervisor, subordinates, other City employees, the public, outside agencies and organizations, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Processes a variety of documentation associated with department/division operations: receives, reviews, prepares, completes, processes, forwards or retains forms, reports, correspondence, cash, personal checks, and other documentation; compiles data for reporting; maintains computerized and/or hardcopy records.

Operates a personal computer and equipment: enters, retrieves, reviews, or modifies data, utilizes word processing, spreadsheet, database, presentation, Internet, e‑mail, or other software; operates general office or other equipment as necessary; operates sports equipment, kitchen equipment, scoreboards, or other equipment and supplies to complete essential functions.

Performs other related duties as required.

Education and Experience Associate degree in recreation or sports programming or a related field required; supplemented by three years of experience in implementing recreation programs, or a related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required Must possess and maintain a valid North Carolina driver’s license.

Specific Knowledge, Skills, or Abilities Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
