The Department of Environmental Services (DES) is seeking WSS Service Technicians for the Water, Sewer & Streets (WSS) Bureau to join one of our crews specializing in water maintenance, water distribution, sewer construction, sewer maintenance, sewer video inspection, street construction, street maintenance, and/or asphalt/concrete maintenance. Crew members work in all types of weather conditions, performing tasks related to the maintenance, replacement, repair, inspection and new installation of various water, sewer, and streets infrastructure.

We are looking for motivated, dedicated, and skilled WSS Service Technicians who enjoy working in a team environment and are committed to providing excellent customer service to internal and external customers.

Responsibilities

Water Maintenance: Repair and maintain water mains, hydrants, valves, and perform service installations and restorations for utility patch repair (asphalt, concrete, seed‑straw).

Water Distribution / Meter Maintenance: Perform general water system maintenance; inspect, install, remove, and replace residential and commercial water meters, including meter reading; inspect valves and fire hydrants.

Sewer Construction / Maintenance: Maintain and replace pipes, catch basins, manholes, culverts, channels, and other storm and sanitary sewer structures; perform asphalt and concrete work; flush, jet, bait, and retrieve sewer systems, including inspections and cleanings.

Sewer Video Inspection: Inspect storm and sanitary sewer mains and structures using CCTV trucks, pole cameras, etc.; set up and operate acoustic sewer inspection systems.

Street Construction / Maintenance; Asphalt/Concrete Maintenance: Construct, install, maintain, repair, and replace sidewalks, curbs, gutters, concrete pads, and bike share stations; perform asphalt and concrete work including utility patches and potholes.

Use a computer, related software, or work order system to enter data for work orders, completion of work, and customer complaint documentation; perform daily written and verbal team/customer interaction; use hand and power tools; operate commercial and non‑commercial vehicles (based on assignment); respond to emergencies and mandatory overtime as needed (e.g., snow removal operations, water main breaks).

Qualifications Applicants must complete the application once to be considered for any openings during the recruitment window of December 19, 2025 – March 19, 2026. Qualified candidates will be placed on an eligible list that will be used to fill current and future vacancies in the WSS Bureau.

Minimum Requirements

WSS Service Technician Trainee : High School Diploma or equivalent; ability to learn how to operate non‑commercial vehicles, hand and power tools, and read maps; must obtain a Virginia Department of Transportation (VDOT) Basic Work Zone Certification within one (1) year of hire.

WSS Service Technician : High School Diploma or equivalent; one (1) year of experience in public works, construction or another trade demonstrating semi‑skilled manual maintenance and/or construction; ability to use hand and power tools, read maps, and operate commercial (CDL required) and non‑commercial vehicles (based on assignment). Senior Technician: High School Diploma or equivalent; two (2) years of experience in public works, construction or another trade demonstrating semi‑skilled to skilled manual maintenance and/or construction; same tool and vehicle skills as above.

Desirable

Experience with construction, utility operations, or one or more technical areas of water, sewer, or street operations.

Experience or training reading blueprints, plans, and system maps.

Experience using a computerized maintenance management system (CMMS).

Work zone safety certification (including flagging); confined space and/or excavation certification; vehicle certifications (Class A or B CDL).

Special Requirements

Respond to after‑hour calls, emergency situations, and mandatory overtime on short notice; availability for rotating on‑call duty may be required.

All Service Technicians and Senior Technicians require possession of a Class A or B Commercial Driver’s License (CDL); other positions may require a valid CDL or other endorsements/certifications at time of application or within a specified timeframe not exceeding one year of hire.

Pass a pre‑employment drug screening; positions requiring a CDL will be subject to random drug screening during employment as required by federal, state, and local standards.

Must possess a valid driver's license and authorize Arlington County to obtain or provide a copy of an official driving record; employment contingent upon a favorable review.

Pre‑employment criminal records check will be conducted (criminal record, driving record, education, professional licensure, credit history). A release authorizing the County to obtain background information may be required.

Certifications/licenses required within one year of hire: Confined Space Entry and Excavation Certification; VDOT Basic Work Zone Certification; Commercial Driver’s License (CDL) for Streets, Sewer, and Water Maintenance sections.

Safety, Working Conditions, and Physical Requirements Employees must wear common protective gear or safety equipment (safety shoes, glasses, gloves, hearing protection, hard hats). All safety rules and regulations must be followed, and required safety classes and meetings must be attended.

Work is performed outdoors in all weather conditions and often near moving traffic; some indoor work may occur. The environment may involve exposure to draft, noise, dust, grease, and dirt. Physical tasks include extended standing, walking, crouching, stooping, bending, lifting, pushing, pulling, carrying, and confined space work. Lifting requirements: up to 75 lbs occasionally, 50 lbs frequently, or 20 lbs constantly.

Work Hours Specific work hours will be discussed during the interview process. Typical hours are from 6:30 a.m. to 3:00 p.m., Monday through Friday, subject to change. Some positions may require alternate schedules; all employees must be available for call‑back in emergencies, snow removal, holidays, nights, or weekends.

Salary Range

WSS Service Technician Trainee: $47,195.20 – $71,988.80 per year.

WSS Service Technician: $52,665.60 – $80,392.00 per year.

WSS Senior Service Technician: $57,928.00 – $88,483.20 per year.
