Legal Actions and Data Management Section Supervisor – Public Service Manager 1 The Iowa Department of Health and Human Services (HHS), Division of Public Health, Bureau of Health Statistics is seeking a

Public Service Manager 1

to join our team. This full‑time position (Mon‑Fri, 8:00 a.m. to 4:30 p.m.) is located in Des Moines, with some flexibility for remote work. Applicants must reside in the State of Iowa upon hire.

Responsibilities

Directly manage and review, evaluate, and approve the work of subordinate team members. Provide oversight of routine supervision duties such as writing performance evaluations, making hiring decisions, onboarding new employees, approving leave requests, investigating misconduct, assigning work responsibilities, and measuring progress for deliverables.

Provide oversight to the Legal Actions and Data Management section by offering program management, supervision, leadership, and coaching. This includes:

Setting priorities and driving continual improvement for section functions.

Overseeing contractual agreements, data‑sharing agreements, and research agreements related to vital records data.

Managing the state vital records database and technology to ensure confidentiality and efficient operation, including governing IT vendor contracts and serving as project lead.

Collaborating with the Attorney General’s Office, HHS legal representation, attorneys, and other stakeholders to ensure compliance with Iowa law.

Acting as Security Coordinator, establishing and implementing security and fraud‑prevention standards for vital events.

Serving as liaison for law‑enforcement related to criminal activity involving vital event records and collaborating with HHS’s Data and Privacy Bureau to protect security, privacy, confidentiality, and preservation of vital records data.

Assisting in the development of policy for modification and data management functions.

Interpreting and implementing bills signed into law that affect modifications, registries, and data sharing under the Bureau.

Work closely with the Bureau Chief of Health Statistics to develop, implement, and evaluate bureau policies, functions, and activities related to the Legal Actions and Data Management section.

Requirements

Professionalism, confidentiality, and strong customer‑service orientation.

Experience in supervision and management.

Ability to multi‑task in a fast‑paced environment with interruptions.

Ability to organize, prioritize, track, and follow‑up.

Ability to write statements of work (SOW) and requests for proposals (RFP).

Ability to implement outcome‑focused planning.

Excellent verbal and written communication skills.

Ability to collaborate with internal and external customers.

Ability to develop, organize, maintain, and provide data from multiple sources.

Ability to develop and deliver training.

Preferred experiences:

Managing IT vendor relationships.

Budgeting and procurement experience.

Strong communication skills for translating technical concepts into actionable programmatic terms.

Experience with legal processes, working with attorneys, law enforcement, and fraud or security planning.

Minimum Qualification Requirements

Graduation from an accredited four‑year college or university and four years of full‑time program administration, development, management, or operations experience.

Eight years of full‑time work experience in program administration, development, management, or operations.

All of the following (a and b): Four years of full‑time work experience in program administration, development, management, or operations, and a combination of a total of four years of education and full‑time experience (where 30 semester hours of accredited college coursework equal one year of full‑time experience). Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full‑time experience or education.

All of the following (a, b, and c): Two years of full‑time work experience in program administration, development, management, or operations, and a combination of a total of four years of education and full‑time experience (where 30 semester hours equal one year of experience), and a combination of a total of two years of graduate‑level education and full‑time experience (where 24 semester hours of graduate coursework in a public‑service‑related area equal one year of experience). Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full‑time experience or education.

Current, continuous experience in the state executive branch including one year of full‑time work as a Public Service Supervisor or comparable management‑level position.
