Eligibility & Requirements Residence is a requirement for all positions. Applicants must demonstrate ninety (90) days of continuous residence in the City of Buffalo prior to filing. The ordinance mandates continuous residency during employment, except for positions specifically exempt under state law.

FEE: A non‑refundable processing fee is required. Check with Civil Service office for fee waiver information.

Responsibilities

Process applications for Spanish‑speaking individuals seeking residency in public housing developments.

Interview Spanish‑speaking applicants and determine eligibility based on federal, state laws, regulations, and Buffalo Municipal Housing Authority policies.

Advise applicants in gathering documentation; show developments and apartments.

Conduct financial eligibility investigations: credit checks, income verification, etc.

Calculate rent and income of prospective tenants at initial occupancy; determine deductions per laws and regulations.

Investigate eligibility for residency applying economic and non‑economic occupancy standards.

Conduct criminal history checks and home visits as necessary.

Introduce new residents to the development and assist them in community orientation.

Review rulings or appeals of Spanish‑speaking application ineligibilities for a second opinion.

Perform related duties as required.

Minimum Qualifications

Promotional: Continuous and permanent status as a Housing Aide or Occupancy Assistant in the Municipal Housing Authority for one year and fluency in Spanish.

Open Competitive:

Bachelor’s Degree in Social Sciences or Human Services from an accredited college or university.

Associates Degree and two years of qualifying experience.

High school, GED, or Equivalency Diploma and four years of qualifying experience.

Qualifying experience includes full‑time professional work in application processing, interviewing, financial, real‑estate, personnel, or housing fields.

Ability to speak and translate Spanish fluently.

Possession of a current NY State Driver’s License.

Additional Information Full performance knowledge, skills, abilities, and personal characteristics include:

Working knowledge of federal and state housing eligibility laws.

Ability to conduct interviews and gather pertinent information.

Arithmetic reasoning.

Fluent reading and speaking Spanish.

Understanding and interpreting written directions.

Analyzing facts to make logical determinations.

Effective communication with staff and the public.

Initiation, planning, and supervision of work.

Cooperation with others.

Physical condition commensurate with job demands.
