Base pay range $77,168.00/yr - $123,281.00/yr

Department Overview This position serves an important role in the Office of Civil Rights Investigations and Compliance (OCIC), supporting the mission, goals, and objectives of Oregon Health & Science University. OCIC supports efforts to foster a safe, diverse, equitable, and inclusive learning environment and workplace culture.

The position's primary responsibilities include conducting outreach, intake interviews, and referrals in response to civil rights and Title IX complaints lodged by employees, students, patients, volunteers, and others affiliated with the University. Duties involve thoughtful outreach to reporting parties, facilitating contact with supportive resources, conducting neutral assessments of incoming reports, documenting trauma‑informed intake interviews, providing case management services, and offering investigative support when appropriate. The role also assists in partnership building, facilitates referrals to partners throughout the University, and supports communication with all levels of management and academic leadership regarding civil rights and Title IX.

Function/Duties of Position Case Intake

Administer the OCIC case intake process, including Title IX, independently and in accordance with federal, state, local laws and university policies.

Provide information and resources to reporting parties to help them understand available resources and the process available to them.

Conduct initial and ongoing safety planning.

Assess reports to ensure they are routed to the proper department based on statements and interactions with the reporting party.

Assess for and recommend interim measures.

Assess for and recommend informal resolutions.

Facilitate the formal complaint process and take statements from impacted parties.

Act as the second investigator when a formal complaint has been submitted, ensuring the complaining party understands the process.

Participate in fact analysis with the investigator when engaged in a formal investigation.

Provide independent assessment of institutional processes (HR, Legal, Academic, and others) in real time to identify the need for independent review or other ad‑hoc processes addressing potential bias within accepted policy and practices.

Confidential Resource

Create and maintain effective working relationships within a diverse population and with individuals from various cultural backgrounds.

Represent OCIC in collaborative work with other confidential resources at OHSU, such as the Confidential Advocacy Program, Ombuds, and employees/counselors in the Student Wellness Center.

Create and maintain relationships with OHSU-based support services as well as community-based services and programs.

Training

Provide trainings on prohibited discrimination—race, gender, sexual orientation, disability, age, religion—harassment, retaliation, and accommodation requests under the guidance of the Director.

Required Qualifications Education And Experience

Bachelor’s Degree.

Three years of investigative experience involving civil rights complaints.

Knowledge, Skills, And Abilities

Knowledge of federal, state, and local civil rights laws and Title IX regulations.

Knowledge of equal opportunity and affirmative action laws, regulations, and processes.

Skill to conduct, plan, organize and lead collaborative case intake and other investigative procedures.

Excellent oral and written communication skills.

Excellent interpersonal skills, including listening abilities and the skill to analyze complex issues and present clear recommendations.

Analytical skills for problem interpretation and conflict‑resolution strategy development.

Technical proficiency with computers, Microsoft Office Suite, and other office equipment.

Ability to work well with people from diverse backgrounds and cultures.

Ability to work with hostile and emotional individuals in a compassionate, professional and courteous manner and diffuse intense conflict.

Ability to maintain positive working relationships among persons of competing interests.

Ability to represent the University competently and professionally.

Ability to maintain confidentiality and professional relationships when dealing with sensitive civil‑rights, legal, and HR issues.

Ability to respond to walk‑in or ad‑hoc requests and gauge which needs are time‑sensitive and warrant immediate resolution.

Preferred Qualifications

Juris Doctor (JD), Master’s Degree in higher education law or related field.

Multicultural training and experience.

Alternative Dispute Resolution training and experience.

Experience working directly with individuals who have experienced sexual violence, harassment, or other discrimination.

Experience working with a unionized workforce and students.

Training in federal, state civil rights, Title IX, and investigative training.

Experience using trauma‑informed interviewing or other trauma‑informed care techniques.

Experience working with diverse groups and in higher education.

Experience with labor and employment laws.

Experience with Clery Act reporting requirements.

Additional Details Employee may handle approximately 2‑15 intakes per week and process roughly 200‑250 complaints and potential complaints per year. The position is periodically exposed to disturbing material such as pornography, sexual assault, and racial slurs.

Travel to and participation in community outreach events and training is required.
