DISABLED VETERANS OUTREACH PROGRAM REPRESENTATIVE Job Location: Division of Employment and Rehabilitation Services (DERS) Workforce Solutions Administration (WSA) 1001 West Southern Avenue, Mesa, Arizona 85210

Salary: $21.41 per Hour ($44,538.20 Annually)

Job Summary: The Department of Economic Security (DES) seeks an experienced and highly motivated individual to join the Workforce Solutions Administration (WSA) as a Disabled Veterans Outreach Program (DVOP) Representative. This role provides a range of employment‑related services to engage, advise, prepare, and match job seekers with Arizona businesses. Services include client‑facing interactions, virtual or telephonic support, and may focus on specialized populations. The Representative must be willing to travel and work outside traditional hours, including remote and correctional facility settings.

Job Duties

Case Management: Perform outreach and case management functions such as assessing skills, abilities, work history, employment barriers and career interests; develop employment plans; determine eligibility for services; provide information on labor market demand; identify and coordinate resources to remove barriers and achieve certifications.

Record Keeping: Use databases to register & refer job seekers; complete and maintain accurate records and reports in accordance with quality and quantity standards mandated by laws, rules and federal regulations.

Customer Service: Provide program information to job seekers, colleagues, and the business community; maintain positive relationships with local partners; resolve customer issues and complaints; utilize Veteran Priority of Service (VPOS) for veteran clients as applicable.

Attend required training for program assignment.

Knowledge, Skills & Abilities (KSAs)

Knowledge of effective recruitment, retention and workforce development methodologies applicable to businesses.

Knowledge of social, cultural and economic conditions that impact the populations served.

Knowledge of special needs of minority groups and disadvantaged persons.

Knowledge of basic research, data gathering and interpretation and problem‑solving techniques.

Knowledge of event planning and management, including communication and collaboration with key partners.

Skills in customer service, teamwork, collaboration and interpersonal communication.

Skills in written and verbal communication, including public speaking and presenting.

Proficiency with Microsoft Office, Google, database systems and computers.

Ability to learn and apply applicable federal and state laws, regulations and procedures, including DOL, DES and Department of Corrections rules.

Ability to use labor market information to advise businesses on workforce needs.

Willingness to work in correctional facilities, housing or farm locations and respond to emergencies.

Travel to statewide meetings and locations, including remote areas.

Selective Preference(s)

High school diploma or equivalent.

Two (2) years of public contact or customer service work experience, employment counseling, or recruitment.

Experience working with farmworkers, refugees, and veterans.

First preference: Qualified service‑connected disabled veterans. Second: Qualified eligible veterans.

Pre‑Employment Requirements

Background search of Child Protective Services Central Registry and Adult Protective Services Registry.

Secondary background check by Maricopa County for badge access to ARIZONA@WORK locations.

Valid Level One fingerprint clearance card for work with children and vulnerable adults.

Successful background and reference checks; completion of E‑Verify; accommodating restrictions.

Driver’s license and training for state business travel; maintain insurance as required.
